Moderate, sustainable local airport development required: Experts

If each proposal was to be approved, there would be one airport every 100km across several Northern and Central regions in Vietnam, while the resources for traffic infrastructure are still scarce, experts pointed out. Additionally, according to the Civil Aviation Authority of Vietnam (CAAV), only one-third of the 23 airports nationwide have been operating at full capacity and making profits, while the rest cost the national budget billions of Dong each year even before Covid-19 hit. One reason for the slow traffic at airports is the lack of connecting routes between airports and neighboring cities and economic centers. Most localities have only focused on building airports to attract short-term investment without planning for efficient inter-connected infrastructure. Although early planning is necessary to avoid future lack of land, it must be based on the overall national transport network and not just to have at least one airport in each locality since the requirement of each region differs. For example, most developed countries have a high number of airports, but most are small-scaled and mainly reserved for private aircrafts, while most of the airports proposed for the National Master Plan are medium-sized and up. As a bargaining chip, they are also labeled “airports for both commercial and military purposes”. Experts suggested the Ministry of Transport and CAAV carefully consider the proposals before executing the National Master Plan in a feasible and sustainable manner. Government chief: Da Nang must aim to become special Vietnamese city

Prime Minister Nguyen Xuan Phuc made these remarks whilst chairing a meeting on the adjustment of the city’s master planning to 2030 with a vision towards 2045. Upon appreciating the quality of the central city's master plan adjustment project, PM Phuc noted that in the near future, Da Nang is destined to become a special Vietnamese city, joining the likes of Hanoi and Ho Chi Minh City. Therefore, the planning, adjustment, and implementation of the master planning must be fully oriented towards local people, serving national development interests, while not allowing corruption or group interests to occur. The master plan for the city towards 2030, with a vision ahead to 2045, was first adopted back in 2013. After seven years of implementing the project, Da Nang city has seen fast development. However, as a means of implementing the Politburo's Resolution No. 43 dated January 24, 2019, on the construction and development of Da Nang to 2030, with a vision to 2045, and to meet relevant development needs, the PM has agreed to allow the city to adjust the master plan project. Upon addressing the meeting, the municipal leader said that Da Nang has hired a professional company from Singapore to advise the project on adjusting the master plan towards developing the central city into a modern, green, and eco-friendly place in response to the request from the Politburo’s Resolution 43. The city has also organised an array of seminars and meetings to collect opinions of specialised agencies, individuals, and businesses. Ministry of Construction representatives, along with those from other relevant ministries and agencies in charge of the project appraisal, said that to adjust general planning, the central city has calculated socio-economic statistics, and provided a thorough assessment of natural conditions. Southeast region speeds up major transport projects to relieve congestion

Speaking at a recent online meeting, Nguyễn Văn Thể, Minister of Transport, said: "A lack of regional connectivity and overloaded roads at major gateways remains an issue in the region." Thể has urged localities in the region to speed up implementation of major projects in the region in the 2021-2025 period, with priority given to the expansion of HCM City - Long Thành - Dầu Giây expressway, and construction of Bến Lức - Long Thành expressway, Biên Hòa - Vũng Tàu expressway, HCM City - Mộc Bài, and Ring Roads 2 and 3. Other projects include construction of the Long Thành - Thủ Thiêm light railway connecting HCM City to the new Long Thành airport, and the expansion of Provincial Road 25C from HCM City to Đồng Nai Province. Recently, PM Nguyễn Xuân Phúc approved the Ministry of Transport’s proposal to give HCM City the authority to approve investment decisions for the HCM City-Mộc Bài Expressway. The 53.5km-long expressway will link Ring Road No 3 in HCM City’s Hóc Môn District with Mộc Bài International Border Gate between Việt Nam and Cambodia in Tây Ninh Province. The expressway project will be divided into two investment phases. Its total capital is estimated at nearly VNĐ13.6 trillion (US$586.8 million), including cost for site clearance sourced from the State budget. The first stage will cost VNĐ10.7 trillion (($461.7 million) under a Public-Private Partnership investment.
