On January 7, 2023, the ministry set the ceiling prices at VND1,184.90 (5.05 cents) per kWh for ground-mounted solar projects, VND1,508.27 (6.43 cents) for floating solar projects, VND1,587.12 (6.77 cents) for onshore wind projects, and VND1,815.95 (7.75 cents) for offshore wind projects. Six people including a six-month-old baby cradled in the arms of her 17-year-old mother were shot dead at a home in California's main agricultural valley on Monday in what authorities called a targeted attack and "horrific massacre." Tulare County Sheriff Mike Boudreaux linked the killings to the illegal drug trade, saying deputies had conducted a drug-related search warrant at the same home last week. Thousands of people turned out this weekend in the city of Ontario in California to view dozens of stands at the trade fair called the Crossroads of the West Gun Show. "We also believe that this is not a random act of violence. We believe that this was a targeted family. We believe that there are gang associations involved in this scene, as well as potential narcotics investigations," Boudreaux said. The official added that narcotics search warrants were conducted by the sheriff's office at that resident last week.
