The Ministry of Education and Training (MoET) is preparing to submit a long-awaited decree on university autonomy to the government in an attempt to assist the country’s universities, especially in terms of finance. The proposal also aims at removing the current “management function” mechanism, by which each university has its own State agency as the “parent owner” without actual or effective authority. “Universities will operate independently without a ministry above their heads,” Minister of Education and Training Phung Xuan Nha said. He raised the proposal at a meeting with the Ho Chi Minh City Pedagogical University on June 7, adding that MoET will be the “line manager” in the education and training sector without interfering in universities’ operations. The Francophone University Association (AUF) opened its Ho Chi Minh City Campus on Friday to offer distance learning courses and consultations on the development plans of member universities. The campus, located at 49 Nguyen Thi Minh Khai Street, District 1, aims to improve pedagogic approaches and teaching efficiency by filming lectures, utilizing online media, and providing Massive Open Online Courses (MOOC), an open Web-based distance learning program that is designed for the participation of large numbers of geographically dispersed students, according to AUF. The Ministry of Education and Training has sent a document to the People's Committees of Hanoi and Ho Chi Minh City, government ministries, committees, agencies and associations asking them to provide information to help draw up a plan for moving several universities and colleges out of those two big cities. Accordingly, government agencies need to collect information about the land footprint of universities and colleges as of October, 2008, statistics on the number students, lecturers and professors, and the demand for land use by 2020, and after 2025. The Ministry of Education and Training also asked government ministries, committees and agencies to offer suggestions on what criteria should be used for determining which universities and colleges should be moved out of the inner cities of Hanoi and HCMC.
