Party General Secretary Nong Duc Manh yesterday visited Da Nang City to wish local people, the municipal Party committee, authorities, soldiers and armed forces a happy new year. The Party leader said the successes achieved by the city last year were worthy of its status as an economic hub in Central Viet Nam. Local authorities reported that the city had seen a lot of progress in the past years, especially in the areas of urban planning and management. The city had paid much attention to helping needy districts overcome difficulties. Last year the city's economic growth rate was 11 per cent, while local residents enjoyed an average income of US$1,420 per capita. The city had completed its overall planning on socio-economic development up to 2020 and planning projects on urban space also to that year. Wastefulness is a disease everyone has to get rid of. The biggest waste now happens in public administration. The system of bureaucracy and state subsidy, besides eliminating all motives for social development, causes unseen waste which, somehow, can be felt. In a market economy (along with positive effects like high productivity and standard of living), any wastage becomes clearly visible but crops up in different garbs all the time since the system is still new. Bonuses are another area where there is a significant gap between high-income earners and low-income earners. The Tet lunar new year holiday is fast approaching and every year Mrs Xuyen, who has worked for 20 years at a district level hospital in the Hanoi suburbs, and her co-workers must still pull a shift regardless of it being the most important time for all Vietnamese families. Others, though living and working in foreign countries, still keep their Vietnamese nationality and keep serving the Vietnamese science. In fact, there has been no state agency in Vietnam in charge of collecting information about the excellent university students, talented scientists and their achievements. Therefore, it is difficult to have an overview about where the scientists are living, where their work and how they live. Thousands of mathematics majoring students from big universities, including the Hanoi General University, the Hanoi University of Education, have become PhDs, associate professors, while hundreds of students have become doctors of science and professors.
