On July 16, a joint mission of the Party Central Committee's Commission for Organization and the Central Military Commission and Ministry of National Defense conducted gratitude activities in Quang Ninh province. She was all of 10 years old when Men was abandoned by her mother in front of the Saigon Central Post Office in District 1. Men was also blind. After hours, her heart-rending cries caught the attention of the local police. They took her to a nursing home near the Thi Nghe Bridge in Binh Thanh District. Men stayed there for two years, before moving to the Blind Association of HCMC in the same district. She’s been living there for 26 years now. Her days in the association’s dormitory were peaceful, revolving around a single bed and a pet cat named Quay. But Men wanted more. She decided to start her own handicraft business. Mekong River Commission to hold forum on Lao hydropower project Pham Tuan Phan, CEO at the MRC Secretariat The Mekong River Commission (MRC) will organise the first regional stakeholder forum on the Pak Lay hydropower project in Vientiane, Laos, on September 20-21, according to the MRC’s press release on August 30. Pak Lay will be the fourth hydroelectric facility to be built on the Mekong River as proposed by the Lao government, following Don Sahong, Xayaburi, and Pak Beng. The forum aims to provide information on the Pak Lay project and the MRC’s prior consultation process. Pham Tuan Phan, CEO at the MRC Secretariat, said the forum will create a platform to enable stakeholders to raise their legitimate concerns and give suggestions on the project and its activities.
