Association cares for folk culture (27-05-2005) HA NOI — The Viet Nam Folk Art Association has announced its plans to compile, research, propagate and teach traditional folk art and culture during its new term. Addressing the association's 5th congress, which kicked off yesterday in Ha Noi, general secretary of the association Professor To Ngoc Thanh emphasised the importance of collecting and preserving traditional art, which takes forms including spiritual beliefs, monography, folklore, festivals, traditional work and cuisine. "All the association's members have contributed to research and understood the value of Viet Nam's abundant folk culture," he said. Over the past five years, over 800 folk culture research projects have been completed, concentrating on endangered areas, such as the traditional culture of the San Chi and Xa Pho ethnic minorities in northern mountainous provinces. On September 20-21, the Vietnam Folk Arts Association, Cultural Research Institute together with Dongnai provincial Party Department of Propaganda and Training co-organized the practical scientific seminar entitled "Role of Folk Culture in the development process of the Southeast". Professor Dr. To Ngoc Thanh, President of Vietnam Folk Arts Association (VFAA) presided the seminar. Attending the seminar was 50 representatives who are folk culture researchers inside and outside the province, cultural managers of 6 provinces, cities in the Southeast. Dong Ho village is located on the southern side of the Duong river in the Song Ho commune of Bac Ninh province, more than 30km to the east of Hanoi. It is one of the villages that preserves the ancient cultural relics of the Kinh Bac area in the Red River Delta of northern Vietnam. Dong Ho painting is imbued with the features of Vietnamese folk cultural,,presented through content, line, colour and printing paper. The printing paper is made from the bark of a tree called "dó", which is normally grown in the northern mountainous province of Tuyen Quang. It is soaked in water for months then mixed with the powder of seashells (sò điệp) and glutinous rice the origin of the paper's name. Thanks to the element of seashells and glutinous rice, Điệp paper possesses an exotic sparkling hard background and is able to conserve the durability of colours. Copyright law protects national folk culture (21-12-2005) Users of items of Viet Nam's folk culture are required to get their owners' permission or pay for royalties following the Law on Intellectual Property Rights, effective as of July 1, 2006, says an official from the Ministry of Culture and Information. According to Vu Manh Chu, general director of the Copyright Office of Viet Nam, any individual or organisation, who wishes to use folklore, art or literature first needs approval from the community authority where the folk culture originated. Chu's office and its partners are responsible for the Copyright Protection of Expressions of Folklore, including the Swiss Federal Institute of Intellectual Property (SFIIP). Chu and his colleagues outlined some of the parameters and difficulties in the law with cultural researchers at a copyright seminar in HCM City last week.
