The race was one among the activities held in Vietnam to respond to the Earth Hour this year. Citizens nationwide are encouraged to take a simple but meaningful act of turning off lights and other unnecessary devices from 20:30 to 21:30 on March 25. An online quiz to learn about the Earth Hour is being held for the first time on the website of the National Energy Efficiency Programme at tietkiemnangluong.com.vn. More than 1,000 professional and amateur athletes participated in a race around Hoan Kiem Lake in downtown Hanoi on March 18 in response to the Earth Hour 2023 campaign. Organized by the Ministry of Industry and Trade (MoIT), the race was one of the activities held in Vietnam in response to this year's Earth Hour. Through this race, the organizing committee hopes to continue to raise people's awareness of energy conservation, environmental protection, and climate change by turning athletes into ambassadors who spread the message of "Saving Electricity - Becoming a Habit". FMM president Tan Sri Soh Thian Lai said the recruitment of foreign workers has improved from previous years, with the government’s implementation of the Foreign Worker Recruitment Relaxation Plan from Jan 17 to March 31. According to the FMM Business Conditions Survey for the second half of 2022, more than half (59%) of the respondents said that they can meet their foreign worker needs and obtain their quota approval. The 22nd edition of the survey, released on March 16, was carried out from Jan. 18 to Feb. 28, with a total of 745 respondents nationwide. The central bank issued two decisions on reducing key interest rates by 0.5 to 1 per cent, which took effect on March 15. Under Decision No.313/QD-NHNN, the rediscount interest rate will be revised down from 4.5 per cent per year to 3.5 per cent. Overnight lending rates in interbank electronic payments and loans to cover capital shortfalls in clearing payments of the SBV for credit institutions will be dropped from 7 per cent per year to 6 per cent.
