Schools, universities told to make fees and charges clear (23-10-2009) HA NOI — The Ministry of Education and Training has asked schools and universities to publicise and ensure transparency of their collection of tuition fees and other school expenses. The order was made after a random check on universities and departments of education and training across the nation. Tran Thi Ha, head of the ministry's Tertiary Education Department, said many universities, including the Ha Noi National University, the National Academy of Public Administration and the Hong Bang International University, had yet to clearly explain the reasons for their increasing tuition fees. Concerns had also been raised that increasing fees were not leading to better education services. Pham Dinh Thi, director of the Department of Tax Policy under the Ministry of Finance, spoke to the Viet Nam Economic Times newspaper about proposed changes to the draft Law on Fees and Charges. The proposed Law on Fees and Charges did not mention hospital and tuition fees. Does that mean they would be regulated by a price mechanism? Government Decree 16/2015/ND-CP highlighted the autonomy given to hospitals, education institutes and vocational training centres. It was done according to a plan to apply a price mechanism in the management of public services with funding coming from the State's budget. The Government intended to switch to a price mechanism in order to encourage private-public partnership projects and attract investment to improve the quality of public services. The pilot charge and fee collection of specialized state management agencies at the Lao Bao International Border Gate will be done under the following principles: When organizations and inpiduals (hereinafter collectively referred to as clients) come to specialized state management agencies to complete import and export procedures, they should receive notices on the amount of fees and charges payable to the State Treasury in accordance with the form issued together with the circular.
