HÀ NỘI - The municipal Department of Culture and Sports is officially inviting public feedback on a draft Code of Conduct in public places for Hanoians. Opinions can be submitted online at https://sovhtt.hanoi.gov.vn. According to Tô Văn Động, Director of the city's Culture and Sports Department, code drafters will be receptive to "sensible ideas" and opinions of the public in revising the code before it is issued. The Code of Conduct, which would apply to all citizens of the city, will likely coincide with the issuance of another set of etiquette for its public servants, which has missed its original deadline of January 1 because its provisions are still under revision. The Code of Conduct will cover speech, attitude, and behaviour expected of "all individuals and organisations who live, work, study, visit, and stay in Hà Nội." Ministry calls for improved staff and human resourcesDeputy Prime Minister Truong Hoa Binh has asked the Ministry of Home Affairs to review the employment, management and assessment of State employees' performance to improve government workers' skills. The review is also expected to detect any shortcomings and to suggest measures to improve the legal framework governing State employees. The ministry has been asked to cooperate with other ministries and agencies to develop policies to attract talented people to State offices. The employers should also pay attention to assessing and recognising capable personnel. Ethnic spring festivals on show this month An annual festival that features the cultural colours of Vietnam's 54 ethnic groups through their New Year celebrations will take place at the Culture Tourism Village of Vietnamese Ethnic Groups in Hanoi from February 15-17. During the event, which will be hosted by the Ministry of Culture, Sports and Tourism, visitors can take part in a wide range of cultural activities. They will include a rite to pray for peace, favourable weather and a good crop of the Lo Lo ethnic minority group in the northern mountainous province of Ha Giang and a festival to welcome the New Year of the Dao ethnic group in Hoanh Bo district of the northeastern province of Quang Ninh.
