Hot incentives in line for cold infrastructure and energy sectors
Hanoi Times - Foreign investors will soon enjoy better incentives when exploring investment projects in Vietnam's cash-strapped infrastructure and energy sectors. An official from the Ministry of Planning and Investment's (MPI) Infrastructure and Urban Development Department told Vietnam Investment Review that his department was drafting a set of measures for Vietnam's wish-lists calling for foreign direct investment in the two sectors."We now have to revise legal policies to allow private participation in infrastructure and energy sectors to identify what obstacles have actually deterred foreign- invested projects in the sectors from becoming a reality," said the official. "The situation is in contrast to the fact that the foreign community is really interested in building new toll roads, ports and power facilities in Vietnam, where the underdeveloped infrastructure network needs billions of dollars in funds every year." Energy sector attractive to investors
(VEN) - Vietnam's energy sector has recently received great interests from foreign investors. A lot of projects in this sector have registered to add more investment capital whereas others are about to be built and brought into effect. In early 2013, the Japanese-invested Nghi Son Oil Refinery and Petrochemical Complex Project in Thanh Hoa Province officially increased its investment capital by US$2.8 billion to US$9 billion. After that, the Russia-invested Vung Ro Oil Refinery Project in Phu Yen Province also increased its investment capital from US$1.7 billion to US$3.18 billion. Thailand's Oil and Gas PTT Group also joined Vietnam's energy sector by launching the Nhon Hoi Petrochemical Complex Project in Nhon Hoi Economic Zone, Binh Dinh Province. The project has total investment capital of US$25-30 billion and if approved, it will undergo construction and become operational by 2020. Energy Sector Woos Foreign Investment
In order to answer Viet Nam's rising demand for energy resources, the country is sparing no effort to attract more foreign direct investment in the energy sector, said a senior official of the Ministry of Industry. Deputy Industry Minister Bui Xuan Khu, said Viet Nam's demand for energy is currently increasing to meet the requirements of the nation's economic development, modernization and industrialization. "With the renewal policy, intensified international integration, WTO membership and a stable political situation, Viet Nam's economy has developed quickly over the past few years. As a result, demands on the overall energy sector have grown annually by over 10%. More specifically, the demand for electricity has risen 15-20%, which has put a lot of pressure on the national system", he explained. On 18 June, in Hanoi, the Ministry of Trade and Industry in collaboration with the Asian Development Bank (ADB) organized a workshop on the basis of emission and training on GHG inventory of energy sector. The workshop is in the framework of the technical assistance project support for national target Program on climate change focusing onenergy and transport sectors funded by the Nordic Development Fundthrough ADB. The project will develop methodologies and tools to assess the suffering level and vulnerability of energy and transport infrastructure in Vietnam under the impact of climate change. The suffering level and vulnerability will be expressed in the form of climate risk map. The project also estimates the impact of the cost-benefit of adaptation options to increase resilience to climate change and assess the impact of climate change on electricity demand in the future in Vietnam.
