Consulting deal struck for Dung Quat refinery expansion The Saigon Times Daily HCMC - A consortium comprising Quad Personnel Consultants and Giac Thanh Co. Ltd. on September 21 signed a supervision consulting contract with the management of Dung Quat Oil Refinery upgrade project in Quang Ngai Province to support the front end engineering design (FEED) part of the expansion project. The deal costs around VND50 billion (US$2.2 million), including VND32 billion paid to Quad Personnel Consultants and over VND15 billion to Giac Thanh. Earlier, Binh Son Refining and Petrochemical Co. Ltd., the operator of Dung Quat refinery, clinched the FEED contract with Amec Foster Weeler Energy Limited. The expansion project is estimated at over US$1.8 billion. President of the Vietnam National Oil and Gas Group (PetroVietnam), Dinh La Thang, and Venezuelan Minister for Energy and Petroleum and President of the Venezuelan State Oil Company PDVSA, Rafael Ramirez, recently signed agreements on oil and gas cooperation in Caracas, the capital of Venezuela. Under the agreements, PDVSA will involve in expanding the Dung Quat oil refinery in Vietnam to refine 100,000 barrels of oil per day taken from the Junin 2 Block in Orinoco Oil Belt, Venezuela - the world's largest oil reserve. This block, covering 248 square kilometres, is estimated to have a reserve of 7.5 billion barrels of crude oil, which is operated by Petromacareo, a joint venture company between PetroVietnam and PDVSA. Petromacareo is scheduled to start commercial production at Junin 2 from the third quarter of 2012 with a daily capacity of 50,000 barrels, which is expected to be quadrupled after two years. At the meeting, the sub-project of land acquisition is reported that the DEZA - Dung Quat Economic Zone Authority and DQRE - the Management Board of Dung Quat Refinery Expansion project have signed a regulation of capital allocation in advance. Regarding compensation, DEZA reported to complete 100 % at the position No1; 74% at the position No.2; 94% at the position No3; and 93% at the position No.4. It is reported that DQRE has so far transferred 305 billion dong to DEZA for the sake of land acquisition as approved. The contract of consultancy and supervision for FEED - the Front End Engineering Design of Dung Quat Oil Refinery Expansion and Upgrade project - has been signed on September 21 As signed, the joint venture between US Quad Personnel Consultants (Quad) and Giac Thanh Company Limited (Vietnam) will play roles as advisors. Reportedly, Quad is a consultancy Management & Operating (O & M ) for the Dung Quat oil refinery from the first operation period. The contract is worth 1.62 million USD and 15 billion VND, and it will be carried out in tandem with the FEED contract. Based on that we will carry out design, procurement, and machineries installation. Therefore, we required contractor to decide as many as key jobs such as technological suppliers, time saving.
