The index closed 1.4 points lower after gaining 15.9 points Wednesday. Trading on the Ho Chi Minh Stock Exchange (HoSE), on which the index is based, dropped 12.6% to VND15.9 trillion ($651.77 million). The VN30 basket, comprising the 30 largest capped stocks, saw 18 tickers fell. SSB of Southeast Asia Commercial Bank (SeABank) dropped 4.8% and STB of Ho Chi Minh City-based lender Sacombank fell 3.3%. VRE of retail real estate arm Vincom Retail closed 2.5% lower and SAB of brewer Sabeco declined by 2.3%. Ten blue chips gained, led by PLX of fuel distributor Petrolimex with a 3.3% increase. VNG delays listing on US exchange
The duration of the delay has yet to be determined. Sources had previously said that the company had originally planned for its IPO to launch sometime this month or next. VNG declined to comment. Reuters has reported that the delay might last until next year. In a filing to the U.S. Securities and Exchange Commission, VNG said that it planned to offer some 21.7 million shares, with the proposed price range yet to be set. IPO proceeds would be used to pay original foreign investors who were direct shareholders of the company, and to repay outstanding loans, among other uses, according to the filing. Shareholders of VNG include Chinese social media and gaming giant Tencent, and Singapore state investor Temasek. SSC removes Tân Việt Securities from special control list

On May 18 of this year, TVSI was placed under SSC's special management due to its failure to report the audited financial safety ratio as of December 31, 2022. The control period was in effect from May 18 to September 17. Following this decision, both Vietnamese stock exchanges in Hà Nội and HCM City decided to suspend TVSI from trading securities on the two listed stock markets and the Unlisted Public Company Market (UPCoM), which is managed by the Hà Nội Stock Exchange. This suspension period was effective from June 27, 2023, until TVSI was removed from the special control list. In this year’s latest update to FTSE Russel’s Country Classification, which is released in September, the country remains in the watch list. "Progress has been slower than anticipated, in part due to Covid-19," the U.K. stock analytics provider said. The country has also yet to meet the settlement cycle criterion, which is currently rated as "restricted" due to the practice of conducting a pre-trading check to ensure funds are available. It said further that improvements to the process of registering new accounts are required, as is the introduction of an efficient mechanism to facilitate trading between non-domestic investors in securities that have reached, or are approaching, the foreign ownership limit.
