PANO - The World Bank and the State Bank of Vietnam have signed an agreement to provide increased coverage of essential health services, particularly at the commune level in the northern uplands and central highlands. The project, signed today, aims to improve the health status of the poor and ethnic minorities by supporting delivery of priority health care packages, such as maternal health care, community-based malnutrition prevention and treatment, integrated management of childhood illnesses, child immunization, reproductive health, etc. It also aims to support district health departments to better plans for the delivery of health care services. The project, entitled "Health care support to the poor in northern uplands and central highlands", will receive 11.45 million Euros in grant from the European Commission, and will be administered by the World Bank. The equitization of state-owned hospitals is seen as a hot issue by those involved in the sector due to the potential social implications. The Health Ministry held a national conference yesterday in Ho Chi Minh City in an attempt to find the best way to move forward with the process. The Prime Minister has just allowed HCMC to submit plans for a pilot project that would see the equitization of the Binh Dan hospital. Permission from the Government just to develop the plan was three years in the coming, illustrating the degree of caution the Government is exercising in dealing with the matter. Furthermore, and even when the proposal is submitted to the Government, it is unclear whether it will be approved or not. The viewpoint of the Government and management agencies is that the equitization of state-owned hospitals has to be conducted prudently and firmly. The Hanoi People's Committee has asked the local People's Council to approve higher fees for 819 health services that are expected to be applied at all state-owned hospitals in the capital from August 1. The new fees, which are twice as high as the current fees on average, are calculated based on Circular 04/2012 jointly issued by the Ministries of Finance and Health, which sets out a new fee schedule for health services nationwide, the Committee said. These higher fees are aimed at increasing the financial source for use in improving the infrastructure of hospitals, purchasing more advanced medical equipment and strengthening training so as to enhance the quality of medical examination and treatment. The schedule provides ceiling fees for health services, on the basis of which health departments in provinces and cities will design a list of health service fees for their own use.
