According to property consultancy DKRA Vietnam, in the third quarter of this year a total of 18 apartment developments came into the market with 7,152 units. Of this number Districts 1, 3, 4, 10, and a part of District 5 only contributed 805 units, or 11 percent. In the last three quarters these areas accounted for only 8.1 percent of the total new supply in the city, with 2,159 units. DKRA Vietnam's director of research and development, Nguyen Hoang, said this was due to the fact that “clean” land – referring to land already cleared for construction -- in the city centre is fast becoming scarce. The incident occurred after 9:00 am local time (1300 GMT) at the lobby and loading dock of the 30-story Fifth Third Bank building in the city's downtown business district, authorities said. "An individual entered the loading dock area, began firing shots," Cincinnati Police Chief Eliot Isaac said at a news conference. The gunman then went to the lobby of the building, where police engaged the suspect in a shootout and killed him, the chief said. "At least three or four of our officers did engage the suspect," Isaac said. Three people died of their wounds and two others remained hospitalized. The shooter's identity or motive were not released. Cincinnati Mayor John Cranley said the shooting could have been "much worse," had it not been for the quick response of police officers in the area. Many builders in Ho Chi Minh City advertise their apartments as being "high-grade", "5 star", "international standard" and even "intelligent" and sell them at high prices but their claims remain dubious. An ad for an apartment building under construction in Tan Phu district says: "Modern design, fully equipped with amenities, next to administrative center" but it turns out to be in a thickly-populated residential area with few facilities. Downtown apartments not allowed to be split Dinh Dung By Dinh Dung - The Saigon Times Daily HCMC – Apartments at existing projects in the downtown area will not be allowed to be divided into smaller ones or change their use purposes, according to a proposal of the HCMC Department of Construction. In areas outside the downtown quarter, the department will only consider changes to projects which have had technical infrastructure completed or have not been kicked off, according to the proposal that has been submitted to the city government. Commercial housing projects when changed into low-cost ones will be priced at a maximum of VND12 million per square meter, inclusive of VAT. Besides, the selling prices or rental will be set based on auditing principles.
