The Hanoitimes - The Association of Southeast Asian Nations (ASEAN) and Russia have upgraded their relations strategic partnership. Vietnam’s Prime Minister Nguyen Xuan Phuc expressed his hope that Russia supports the standpoint and principles of ASEAN in safeguarding peace, and stability in the South China Sea, to which Vietnam refers as East Sea. Phuc made statement when together with other ASEAN leaders and Russian President Vladimir Putin attending the third Russia-ASEAN Summit, which is part of the 33rd ASEAN Summit and related meetings, in Singapore on November 14. A US guided missile destroyer USS Lassen navigated within 12 nautical miles of artificial islands China is building in the Truong Sa (Spratly) archipelago, the AFP news agency quoted a US defence official as saying on October 27. This is seen as the first concrete move included in the US’s plan to conduct regular patrol activities in the East Sea. “ We are conducting routine operations in the East Sea in accordance with international law. US forces operate in the Asia-Pacific region on a daily basis, including in the South China Sea" the official said. The official also stressed that these operations are "distinct from the question of sovereignty over these islands." Meanwhile, Reuters said the patrol carried out by the destroyer USS Lassen will near Su Bi (Subi) Reef and Vanh Khan (Mischief) Reef on the Truong Sa archipelago. "People caught illegally fishing in Chinese waters could be jailed for up to a year," according to China's Supreme Court. An arbitration court in The Hague ruled last month that China has no historic title over the waters of the South China Sea (Vietnam's East Sea) and that it has breached the Philippines' sovereign rights with its actions, infuriating Beijing which dismissed the case. None of China's reefs and holdings in the Spratly Islands entitled it to a 200-mile exclusive economic zone, the court decided.
