View of the conference. — Photo dangcongsan.vn The Vietnam Banks Association (VNBA) and Vietnam Blockchain Association on Wednesday jointly organised a conference to promote legal regulations on anti-money laundering in cryptocurrency transactions. Addressing the conference, Nguyễn Quốc Hùng, Vice President and General Secretary of the Vietnam Banks Association (VNBA), said the Law on Anti-Money Laundering was passed by the National Assembly and has taken effect since March 2023. The Government and the State Bank of Vietnam also issued Decree 19/2023/NĐ-CP and Circular No. 09/2023/TT-NHNN to guide the implementation of the law. On September 22, at the recent conference on granting investment registration certificates for projects in industrial areas in Haiphong, Haiphong Economic Zones Management Authority (HEZA) approved the $500 million ECOVANCE high-tech biodegradable materials factory project from SK Group. The project has the goal of producing biodegradable materials PBAT, PBS, and PBATS. The project covers over 32,000 square meters located in DEEP C Haiphong I Industrial Zone (IZ). Phase 1 of the project will start construction in mid-December and complete construction within nine months. It is expected that the project capacity will reach about 35,000 tonnes of products per year. After the expansion in phase two, the project will reach a capacity of 70,000 tonnes per year. Moody’s Corporation, a global integrated risk assessment firm, on Wednesday announced the launch of Vietnam Investors Service and Credit Rating Agency JSC (VIS Rating), a partnership between Moody’s and leading Vietnamese financial institutions. The Vietnamese Ministry of Finance on Tuesday issued a credit rating agency license to VIS Rating that was initiated by the Vietnam Bond Market Association. VIS Rating will provide independent credit rating services to corporate issuers in Vietnam. Moody’s is the largest shareholder in VIS Rating with a 49-percent holding but VIS Rating operates independently from Moody’s. Other founding shareholders include ACB Securities Company, Dragon Capital Finance Limited, Nam A Bank Asset Management Company Limited, VNDIRECT Securities Corporation, and VPS Securities Joint Stock Company.
