Vietnam's emblem The Office of National Assembly (ONA) on January 31 launched the third phase of a programme to strengthen the capacity of people’s elected bodies in Viet Nam . The 7.5 million USD project, sponsored by the UN Development Programme (UNDP), the governments of Canada and Ireland , the Danish Trust Fund, the UK Department of International Development (DFID) and the Swedish International Development Cooperation Agency (SIDA), will be carried out between 2008 and 2012. This phase will be beneficial to all provincial People’s Councils nationwide as an extension from 16 localities in the first and second phases. Authorities in Ho Chi Minh City have proposed the construction of a US$6 billion international transshipment port in outlying Can Gio District. The proposal was made by chairman of the municipal People’s Committee Phan Van Mai in his document sent to Prime Minister Pham Minh Chinh on Thursday. The investment into the port was originally suggested by MSC Group – the world's largest shipping group, Vietnam Maritime Corporation, and Saigon Port. The project is expected to have about 7.2 kilometers of wharves and cost approximately $6 billion. The port will be able to receive the world's largest container ship, which can carry 24,000 twenty-foot equivalent unit (TEU) containers, while its capacity will be around 10-15 million TEUs. The implementation of the project will be divided into seven phases, with the developers hoping that the first phase will be initiated in 2024 and put into operation in 2027. GPS collars will be fitted to 28 wild elephants in the Yok Don National Park in the Central Highlands province of Dak Lak, a workshop heard on June 29. The workshop was held by the World Wide Fund for Nature Vietnam and the provincial Department of Agriculture and Rural Development in the city of Buon Ma Thuot to consult relevant parties on the project. Experts said the collars will allow rangers from the provincial centre for elephant conservation, animal rescue and forest protection and the Yok Don National Park to track the location of the elephants and predict their movements in an attempt to prevent conflicts with humans. It is the first time GPS collars for elephants have been used in Vietnam, they said, adding that it is critical for the project to receive help from experienced foreign experts as well as technical and financial support from the World Wide Fund for Nature and Animals Asia Foundation.
