Inland Waterway Administration submits report on local fee collections
Vessels loaded with goods are sailing into Cambodia via the Vinh Xuong-Caom Samnor Border Gate. — Photo angiang.gov.vn After receiving several complaints about waterway fee collections in Ho Chi Minh City and Hai Phong Province, the Viet Nam Inland Waterway Administration (VIWA) has submitted a report to the Ministry of Transport (MoT), commenting on the case. VIWA asserts that the freight involved in the complaints was transported via natural waterways connecting to seaports, which are under the management of MoT, but not via local facilities connecting to seaports, which are under the management of local authorities. Accordingly, it is beyond local authority to collect facility fees on the freight. Regarding Cambodia's complaints that some Cambodian vessels were not exempt from the fees to enjoy the most-favoured-nation treatment, as stated in the bilateral agreement on waterway transportation in 2009, VIWA urges HCM City to consider fee exemption on the freight transported … [Read more...] about Inland Waterway Administration submits report on local fee collections
Covid vaccination refusal must be confirmed in print: official
"Covid-19 vaccination is a requirement in the pandemic fight. As such, people need to get vaccinated as per existing regulations and at the right doses. The fact that localities are requesting people to sign forms to ‘take responsibility’ is to show their responsibility to the people," Phan Trong Lan, head of the General Department of Preventive Medicine, told press Monday. The statement was made as Covid-19 vaccination was slowing down in several regions, with many people refusing to get booster shots since they've already developed certain degrees of immunity from their previous shots and Covid-19 infections. The Ministry of Health has requested southern Vietnam localities to use up all their distributed vaccine doses before June ends, adding that people must sign forms to "take responsibility" if their decision not to get vaccinated causes an outbreak. The ministry however did not respond to the press regarding whether its decisions were based on any basis or precedents. The Soc Son District court sentenced Nguyen Van Cuong, 40, to 10 years in prison on Tuesday after finding him guilty of "robbery" and "arresting people illegally." On the same charges, the court sentenced Nguyen Tuan Anh, 21, to seven years, while two other defendants, Duong Van Quy, 27, and Duong Van Cuong, 28, received nine years each. According to the verdict, around 0:22 a.m. on Jul. 11, 2018, Dao Cong Thanh, 56, and four others took two boats to a section of the Cau River in Trung Gia Commune of Soc Son District to mine sand illegally. China halves quarantine time for overseas travellers
China on Tuesday reduced the length of mandatory quarantine for inbound travellers, in the biggest relaxation of entry restrictions after sticking to a rigid zero Covid policy throughout the pandemic. The new guideline cuts the length of mandatory quarantine for overseas travellers to seven days plus three more of home monitoring -- a drastic drop from about 21 days of quarantine and home monitoring combined. China closed off its international borders in March 2020 and the number of international flights is still tightly restricted in an effort to tamp down "imported" virus cases as the pandemic rages elsewhere. Overseas arrivals have faced weeks of strict monitoring and costly quarantine in hotels and designated centres, as well as soaring ticket prices for the slashed number of flights. Under the latest Covid prevention and control policy guidelines announced by the National Heath Commission and the State Council, inbound travellers entering China will now be required to … [Read more...] about China halves quarantine time for overseas travellers
