World Bank reaffirms support for Vietnam’s socio-economic development

PANO - The 14 th ASEAN Finance Ministers Meeting opened in Nha Trang on April 8 th with the participation of the representatives from the World Bank, the Asian Development Bank and the International Monetary Fund. Addressing the event, Mr. Juan Jose Daboub, the World Bank’s Managing Director, congratulated ASEAN on its role from the start of the global economic crisis. He said developing countries of the East Asia & Pacific region are the first to emerge from the global economic crisis and have the potential to grow rapidly in the next decade despite the uncertainties in the global economy, if they carry out reforms with renewed vigor and further cooperate on regional economic integration and climate change. The WB Managing Director also discussed with Deputy Prime Minister Nguyen Sinh Hung and Governor of the State Bank of Vietnam, Nguyen Van Giau, recent economic and social developments in Vietnam as well as their partnership in support of the country’s development. Mr. Daboub affirmed the World Bank’s willingness to continue its support to Vietnam in the country’s transition to a market economy and scale up its financial assistance to Vietnam to help narrow the infrastructure gap, strengthen access to basic social services, particularly in poorer ethnic minority communities, and tackle emerging middle income country challenges such as building capacity, strengthening research and technology and expanding targeted social protection systems. Vietnam pilots teaching German, Korean in high schools

Under the decision, German and Korean languages will be taught as the mandatory first for students from third grade to twelve grade of 10-year formal education in the pilot teaching program ( for formal education consisting of ten years of basic education). The pilot foreign language teaching program aims to help students improve their communication skills of the two languages to satisfy demand of foreign language interpreters and translators during integration. Specifically, sixth graders can achieve level A1 ( elementary), nine graders can finish intermediate and 12th grader can reach advanced level. The languages will be taught in a total of 1,155 periods each period lasting 35 minutes. Upon the decision of pilot teaching program of German and Korean, high schoolers can teach the two languages as the first mandatory foreign language if schools ensure teaching staff and facilities. Presently, first foreign languages including English, Russian, French, Chinese, Japanese, German and Korean are being taught in schools in Vietnam. Students who sit for the senior high school graduation examination can opt for English, Russian, Chinese, French, Japanese and German except for Korean. Additionally, nine graders in Hanoi can opt for English, French, German, Japanese and Korean when they take foreign language tests into senior high schools. Currently, English is common foreign language taught in high schools in Vietnam. However, according to the new education program, German and Korean are considered as the second foreign languages. Students from 6 grade to twelve grade of 12-year formal education will be taught the two languages with a total of 735 periods (for formal education consisting of twelve years of basic education and basic education consisting of five years of primary education, four years of intermediate education, and three years of secondary education). Scientific research wholeheartedly promoted nationwide

A survey conducted by Prof. Dr. Nguyen Dinh Duc from Vietnam National University – Hanoi reveals that in 10 years from 2009, the number of Vietnamese articles published in international scientific journals increased fivefold (between 1,764 articles in 2009 to 8,234 in 2018). After the introduction of Resolution No.29 in 2013, which promotes scientific research in different fields, only in 2 years from 2017-2018, leading universities in Vietnam possess around 10,000 research result reports announced internationally. Statistics of Web of Science (WoS) and SCOPUS also display that in 2018, the quantity of annual international announcements related to research result reached nearly 10,000, 70 percent of which belongs to tertiary educational institutes. Vietnam National University – Hanoi and Vietnam National University – Ho Chi Minh City are the two with the most articles. Minister of Education and Training Phung Xuan Nha commented that since 2014, 23 universities in Vietnam have piloted comprehensive autonomy in operation, in accordance with Resolution No.77 by the Government. This means more organizational-scaled prizes and awards for successful research and published articles. Following that was the implementation of the Law on Higher Education on July 1, 2019. They have become the driving force for bustling scientific research activities among tertiary educational institutes in the country, leading to an impressive breakthrough in both training and researching tasks. As a consequence, in 2019, Vietnamese tertiary education was ranked 68/196 nations worldwide, an increase of 12 positions compared to 2018. 2019 was also the first year that 4 Vietnamese universities appeared in the list of Top-1000 Global Best Universities and 11 in the list of Top-500 Asian Best Universities.
