Vietnam rages against drunk driving as death toll mounts
Le Thi Thu Ha, a Hanoi sanitation worker, had been hit by a car on the night of April 22. She had been cleaning a street in the capital when a drunk driver lost control of his car and slammed into her. The alcohol level in his breath was very high, and he was not sober enough to talk to the police until the next morning. Another accident a week later claimed two lives when a drunk driver crashed his car into a motorbike. He admitted he had drunk six beers and alcohol with friends before the accident. PUNTA ARENAS — Chile confirmed on Thursday that a military plane with 38 people aboard crashed in the sea, with no hope of finding survivors. "The condition of the plane wreckage that was found makes it practically impossible that there are survivors from this air accident," Air Force chief Arturo Merino told a news conference in the southern port of Punta Arenas. Merino, flanked by Defense Minister Alberto Espina and other officials, confirmed reports that remains recovered from the sea were "most likely to be body parts of those traveling on the C-130". Parts of the aircraft's landing gear, fuel system, wing and a wheel were among the recovered debris, along with two bags, a backpack and a shoe. An oxygen tank exploded at Lilama 69-3 Company in the northern province of Hai Duong, leaving two dead and three others injured. Dao Viet Khuay, deputy director of the company located in Tu Ky District, the incident happened at around 3 pm, killing Nguyen Minh Duc, 38, and injuring four others Pham Manh Cuong, 38, Pham Van Chuc, 44, Nguyen Van Ben, 29 and Pham Van Nhat, 37. Vietnamese Minister of Transport Dinh La Thang acknowledged the plan to buy 13 Chinese-made trains for a Hanoi-based urban railway project would be blasted, but hoped the public would understand that it was “force majeure,” or an unavoidable circumstance. Vietnam will spend US$63.2 million purchasing as many as 13 Chinese-made trains to carry passengers on the $868.04 million Cat Linh-Ha Dong railway in the capital, the project management unit (PMU) said in a report late last week. The supplier, Beijing Rolling Stock Equipment Co., has proposed six internal and external design plans for the trains, now pending approval from the transport ministry. Once approved, the PMU will start placing orders for the stainless steel trains, each consisting of four cars.
