The Vietnam Circular Economy Forum 2022 took place on June 28 with a focus on how to translate the commitment on net zero emissions into action. Addressing the hybrid event, Minister of Natural Resources and Environment Tran Hong Ha highlighted Prime Minister Pham Minh Chinh’s message to the forum that calls for solidarity and joint actions to reduce carbon emissions towards net zero like the way humankind has responded to the COVID-19 pandemic. The Government leader also emphasised cooperation among the countries, as well as between them and international organisations so as to step up circular economy models, especially by sharing knowledge, boosting joint scientific researches, developing and transferring technology, Ha said. The kick-off conference on the national action plan for the circular economy and net-zero emissions - from commitment to action At the conference, national and international partners exchanged successful circular economy (CE) models from the region and globally, with the intention of identifying suitable models that can be applied in Vietnam. The forum provided an important opportunity for all parties to exchange ideas and prioritise mechanisms and policies to promote CE models. It hopes to strengthen cooperation and the mobilisation of resources, especially from the private sector, for the development and implementation of the CE model in Vietnam, which is critical to achieving the goal of net-zero emissions by 2050. A historic agreement The European Union (EU) and the Association of Southeast Asian Nations (ASEAN) started negotiations for a region-to-region free trade agreement in 2007. After negotiations were suspended in 2009, the EU decided to pursue bilateral trade agreements with the individual ASEAN member states. Negotiations between the EU and Vietnam on a free trade agreement were launched in 2010. Following the completion of technical discussions, talks were finalized in December 2015. In February 2016, the full text of the EVFTA was published. However, the official signing of the trade deal was delayed due to the pending judgment of the Court of Justice of the European Union (CJEU) on jurisdiction for the conclusion of the EU-Singapore Free Trade Agreement. To take the 2017 CJEU opinion into account, the original deal was split into the EVFTA and the EU-Vietnam Investment Protection Agreement (EVIPA) in June 2018. The first relates to the cheap cost of the material. The cost of plastic including in a product or transaction is barely noticeable, so both seller and consumer should have no difficulty in making decisions to use or not use them. The next point is that the techniques as well as facilities in Vietnam are not yet ready to support businesses in changing to more sustainable alternatives.
