Quang Ninh Province awakens

From mainly relying on coal mining, Quang Ninh rose to become a rich province through the development of tourism and services. But the Covid-19 pandemic has helped Quang Ninh "wake up" and realize its "Asin's heel". Nearly 10 years ago, Mr. Nguyen Xuan Ky, the incumbent Party Secretary of Quang Ninh, was the Chief of the Quang Ninh Provincial Party Committee's Office, who directly assisted the then Party Secretary of Quang Ninh, Mr. Pham Minh Chinh. When Mr. Chinh, who is now the Prime Minister, raised the policy to transform the growth model from "brown to green", Mr. Ky was also the one who delivered the first invitations to experts and officials to come to Quang Ninh to help the province find a new development path for the area, which was called the kingdom of “black gold” (coal) in Vietnam. For many generations, Quang Ninh developed based on coal mining and it is still the key industry,” Ky recalled. In response to the concerns, Quang Ninh’s Party Chief at that time replied: “Yes, you are right. But if it is just that, Quang Ninh cannot develop." That is the story that paved the way for the development of tourism and services of Quang Ninh, which was set in the 2000s and has been implemented strongly since 2010. In August 2011, Mr. Pham Minh Chinh was appointed as Secretary of Quang Ninh Provincial Party Committee. On May 24, 2013, he signed a resolution of the Provincial Party Committee on tourism development in the period 2013-2020, with a vision to 2030. COVID-19: Nine imported cases recorded, recoveries reach 2,445

Among the new cases, there are five imported cases from India, Ukraina, Moldova, Uzbekistan, and Germany, and the remaining four Vietnamese returnees. All of them were put into isolation upon entry to undergo treatment at local hospitals. Following the latest discovery, the overall number of positive coronavirus cases rose to 2,705 nationwide, including 1,570 local infections and, 1,135 imported cases. Meanwhile, more than 36,930 people are being quarantined for medical surveillance, while 50 cases have tested negative for the SARS-CoV-2 virus at least one. The ministry reported that a further 6,005 people were given COVID-19 vaccinations from April 5-11, boosting the total number of vaccinated people to 58,418. Elsewhere, the northern province of Yen Bai has received 4,500 doses of AstraZeneca vaccine for COVID-19 prevention and control from the National Institute of Hygiene and Epidemiology. Major projects drive recovery of FDI inflow

This is the result of Vietnam’s success in containing the pandemic and reflects foreign investors’ confidence and high expectations about Vietnam’s economic prospects. High-tech projects On the final day of the first quarter, the Quang Ninh government granted investment licence to a US$500 million photovoltaic cell project by Jinko Solar from Hong Kong (China), one of the largest manufacturers of solar panels in the world with 12% of the global market. The company made two inspection tours in Vietnam and finally decided to choose Song Khoai Industrial Park for its manufacturing facility. The first three months of 2021 also saw other enormous projects, including the Long An LNG I and II power plants by Singaporean investors with a total investment of US$3.1 billion, and the O Mon II thermal power plant by a Japanese investor with a total capital of US$1.31 billion. In the manufacturing sector, an additional US$750 million was invested in the LG Display project in Hai Phong while Bac Giang Province saw US$293 million poured into a project by Fukang Technology to produce tablets and laptops. According to the Ministry of Planning and Investment (MPI), FDI disbursement during the January-March period increased by 6.5%. For foreign investors in Vietnam, the recovery is clearly seen in their contributions to Vietnam’s total exports. Specifically, the foreign sector posted a trade surplus of US$8.8 billion, offsetting the trade deficit of US$6.7 billion by domestic enterprises to help Vietnam register a trade surplus of over US$2 billion. Data by the General Statistics Office show that manufacturing accounts for the largest share of FDI into Vietnam, at 58.5%, and is the main driver of economic growth.
