The Hanoi People’s Committee has issued Official Letter 4203/UBND-KT dated August 29, requesting Ministry of Agriculture and Rural Development to add high-tech agriculture production of Hanoi into the national planning. In an effort to realize Prime Minister conclusion at the meeting on building agriculture industry of Vietnam, the Municipal People’s Committee directs relevant agencies and sectors to review, sum up information and propose to the People’s Committee, so that the latter will report to Ministry of Agriculture and Rural Development according to the PM's instruction. One-third of the number of large-scale enterprises in Hanoi have invested in high-tech agriculture. Hanoi has been promoting the application of hi-tech models to farming in an effort to build up supply-production chains connecting cities and provinces nationwide. One of the common recommendations regarded appropriate approaches to credit ratings. According to Can Van Luc, BIDV’s chief economist, there should be clear regulations on credit ratings to help investors easily determine business quality and the risk level of the issued bonds. “It is necessary to identify where a credit rating is mandatory and where a credit rating is encouraged.
