National database systems on population and ID issuance launched

The two systems, developed and run by the Ministry of Public Security, are part of Government efforts to shift from paper-based to electronic document management. The national database on population is the most important system among the six national databases to help form an e-Government. The project on citizen identification card production, issuance and management was approved by the Government last September. The Ministry of Public Security expects to issue chip-based ID cards to 50 million citizens by July 1 this year. Under the Law on Citizen Identification in 2014, people from 14 years of age can obtain an ID card, which is renewed when they turn 25, 40, and 60 years of age. More than 29,000 citizens have obtained new ID cards to date, including 1,369 delegates to the 13th National Party Congress. Addressing the event, PM Phúc applauded the Ministry of Public Security’s efforts and ministries for completing the two projects, saying they were important for the building of an e-Government towards the digital government, digital economy and digital society. Minister of Public Security Tô Lâm said the two systems will serve as a centre to provide information about citizens and support people, businesses and organisations by simplifying administrative procedures. Seven batches of COVID-19 vaccines set to arrive in Vietnam

The initial batch of 117,000 COVID-19 vaccines from AstraZeneca arrived in the country on February 24. They are to be prioritised specifically for those on the frontline of the fight against the pandemic, including medical workers, doctors, nurses, contact tracers, and officials on COVID-19 prevention and control committees. The second batch, expected to arrive within the first half of this year, will be made up of 1.5 million additional doses, of which 1.2 million will be provided by COVAX, with the rest made up of those by AstraZeneca. These doses will also be prioritised for those on the frontline of the fight against the pandemic, with the addition of diplomatic personnel, customs officers, immigration officers, and soldiers. The third batch is set to arrive within the second quarter and will include 8.2 million additional doses from AstraZeneca. Soldiers who have are not inoculated during the second wave of vaccines, along with police officers, teachers, and the elderly, those aged 80 and above, will be vaccinated during this period. The fourth batch is expected to arrive within the third quarter and will consist of 10.9 million doses, including 3.6 million from COVAX with the remainder coming from AstraZeneca. At this point, the elderly who have not been vaccinated, along with those working in essential businesses and those suffering from chronic conditions, will be inoculated. The fifth batch is anticipated to arrive between the fourth quarter of this year and the first quarter of 2022, and will be made up of 14.4 million doses by AstraZeneca for those suffering from chronic conditions and those who have not yet been vaccinated. The sixth batch will come within the same time frame as the fifth and will include 25.2 million COVAX doses for those with chronic conditions and individuals who have not yet been vaccinated, along with those aged between 65 and 80. Vietnam launches national center for population database

The Hanoitimes - The project is Vietnam’s largest on information technology, modernizing population management with the application of science and technology, based on the national population database and ID. Vietnam's Ministry of Public Security (MPS) on August 17 launched the National Center for Population Database which is the fundamental for e-government application and digital economy building. Vietnam's population database is handled mostly manually. Photo: doanhnhansaigon With a total investment of more than VND3.3 trillion (US$150 million), the project was approved by Prime Minister Nguyen Xuan Phuc in 2015. This is Vietnam’s largest project on information technology so far, modernizing population management with the application of science and technology, based on the national population database and ID, the MPS said on its website. Components of the project are building technical infrastructure, leasing transmission infrastructure, and building application software systems. It will form the basic content of the national scheme on simplifying administrative procedures, the management of citizenship documents and population databases. The MPS is responsible for building the database to store, standardize, digitize and manage the basic information of all Vietnamese citizens. The task has required the re-arrangement of the organizational structure of the ministry's Police Department for Administrative Management of Social Order. To deploy the task, the department reduced its units from 11 to 6, including one special unit - the National Center for Population Database which is a merger of five units.
