Source http://soytecantho.vn The Department of Health in the Mekong Delta city of Cần Thơ this year plans to expand a model of family medical practice clinics to 27 more communes and wards. Family medical practice clinics aim to provide comprehensive and continuous health care services to each local individual and family in order to reduce overcrowding of patients at city or central-level hospitals. These clinics are located at health stations in communes and wards. Each commune or ward has one health station. Cần Thơ aims to equip more than 80 per cent of its 85 health stations with these clinics by 2020. French building to be moved for Kinh Thien Palace restoration The Prime Minister has approved the moving of the two-storey building of the Department of Operations to a new location for the restoration of Kinh Thien Palace of Thang Long Citadel Complex in Hanoi. The French-built building where the Department of Operations was located during wartime blocks the front view of Kinh Thien Palace and disrupts the direct link between the palace and Doan Mon (South Gate) of the citadel. According to Dai Viet Su Ky Toan Thu (Complete Annals of Dai Viet), construction of the palace began in 1428 under the reign of King Le Thai To and was completed under King Le Thanh Tong. The palace is among the most important buildings in the citadel complex which was often used for royal meetings during the Ly (1009-1225), Tran (1226-1400), Le (1428-1789) and Nguyen (1802-1945) dynasties. Four dead, two missing in aftermath of Storm 'Nari' Cyclonic storm Nari, the 11 th of its kind to hit Vietnam this year, killed at least four people and left five others missing in the central region, the National Committee for Search and Rescue has reported. The storm, which hit land on October 15, also injured 69 people in Quang Nam, Thua Thien-Hue, Quang Ngai, Quang Tri and Nghe An provinces and Da Nang city, as waters rose and houses and trees were pulled down. The tropical storm, packing maximum winds of 102 kph, sunk 41 ships in Quang Nam and Quang Ngai, destroyed over 16,300 houses, unroofed 110 schools and damaged 662 ha rice and farming land in the region. The armed forces mobilised over 8,700 soldiers and volunteers to help local residents keep safe during the storm. Three arrested for drug trafficking Thanh Hoa and Son La provinces' border guards, along with Laos' Hua Phan Province police have caught a couple for possessing 23.5kg of heroin and 191 synthetic drug pills. The authorities on Monday arrested Nang Na Mua, 26, for possessing 7kg of heroin in Sam Nua District in Laos' Hua Phan Province. Then, the police caught Mua's husband Thao Chu Vang and seized 16.5kg of heroin, 191 synthetic drug pills and other items from their house. The two traffickers said they were shaping heroin into cakes to smuggle them into Viet Nam for consumption. On the same day, the northern Quang Ninh Province police arrested Lang Van Hao, 18, for smuggling 3kg of methamphetamine from China to Viet Nam. Hao is a native of Thanh Hoa Province. He came to Quang Ninh to work as a porter. Hao and some other people illegally crossed the border into China on Monday to unload goods. Four dead, two missing in aftermath of Storm 'Nari' Four people are reported dead, two still missing and dozens injured cross the Central Provinces from night of October 14 until the morning of October 15, with Storm 'Nari' lashing at wind speeds of level 14-15. The Storm destroyed houses, uprooted trees, flattened electric poles along streets and left untold devastation behind. The Central Steering Committee for Flood and Storm Prevention and Control in the Central Provinces and Central Highlands announced the human casualties took place in Quang Nam and Thua Thien-Hue Provinces. Rainfall upto 150-300mm caused flooding in many parts of the Central Provinces and Northern Central Highlands, including Ly Son Islands (Quang Ngai), Bach Ma (Hue), Tam Ky (Quang Nam).
