Hanoi strives to accelerate disbursement of public investment

Low disbursement rate The important project of building urban railway line No.3 connecting Nhon and Hanoi Station (with a total length of 12.5km and an investment of VND32.9 trillion) is facing slow progress with only 43% of investment disbursed. Investment capital in railway line No.2 connecting Nam Thang Long and Tran Hung Dao also cannot be disbursed in time in 2020 due to project adjustments after the Law on Public Investment was enacted. The Yen Xa wastewater treatment plant project started in October 2016 with investment of over VND16 trillion but only 40% of construction items has been completed. These are key public investment projects in Hanoi that are stagnant, with low disbursement rates. In addition, there are a number of other sluggish projects such as 11 projects to build police headquarters at district, commune and ward levels with a total investment of VND237 billion and only 40% of capital disbursed as well as the project to build the Le Van Luong - Belt road 3 underground tunnel with an investment of VND50 billion but with onlyVND5.8 billion disbursed, among others. Vice Chairman of Hanoi People’s Committee Le Hong Son said that the city decided to spend VND45.5 trillion worth of public investment on public projects in 2020. The city has disbursed VND26.6 trillion in the first eight months of this year, up 2.8% over the same period last year and equivalent to 58.6% of the yearly plan. Regarding infrastructure construction projects, the city set the target of allocating VND14.8 trillion to 272 projects but only 50 projects have been completed, Son noted. Citizen chip-mounted identity cards must use advanced technology

The Minister of Public Security will decide the form and material for citizen chip-mounted identity cards. Under a request from the Prime Minister, the cards will use advanced technology to ensure security and safety. The Government Office on October 7 sent a document to Minister of Public Security, conveying the Prime Minister’s instructions on the form of citizen chip-mounted identity cards to be used in Vietnam. The Ministry of Public Security will issue 50 million identity cards prior to July 1, 2021. The Prime Minister stressed that the technology to be utilized for new identity cards must be advanced technology which allows electronic transactions and saves costs for everyone. This also helps speed up the national digital transformation process, striving for a digital government, economy and Ministries, branches and provincial/municipal people’s committees have been asked to to cooperate with the Ministry of Public Security in deploying chip-mounted identity cards, using information on the cards and building platforms to be integrated into cards before granting cards to citizens. The project on producing, granting and managing citizen identity cards, capitalized at VND2.696 trillion, was approved by the Prime Minister on September 3, 2020. The plan aims to improve state management efficiency, create favorable conditions for citizens when following administration procedures and conducting civil transactions, and serve the fight against criminals. Under the project, to be implemented in 2020-2022, a unified citizen identity system will be built and put under control by the Ministry of Public Security, which comprises hardware (biometric identification system, server, workstations, peripherals, storage devices, security devices), software (commercial software, applied software), training service and infrastructure setting. Vietnam concerned about use of force in international relations

Ambassador Dang Dinh Quy , Permanent Representative of Vietnam to the UN (Photo: VNA) New York (VNA) – Vietnam is concerned about cases of using or threatening to use force in international relations, which go against the UN Charter and harm international peace and security, Ambassador Dang Dinh Quy, Permanent Representative of Vietnam to the UN, has said. Quy was addressing an UN Security Council (UNSC)’s videoconference Arria-formula meeting on February 24 themed “Upholding the collective security system of the UN Charter: the use of force in international law, non-state actors and legitimate self-defense” with the participants of nearly 30 member countries of the UN Security Council and the UN. He stressed that all countries are obliged to build friendship relations and form a culture of upholding the UN Charter and international law as well as abiding by principles in sovereignty and territorial integrity, not interfering into internal affairs of other states, not using or threatening to use force, and dealing with disputes peacefully. The diplomat said that the UNSC should work to enhance the observance of international law and promote the role of international law and UN Charter as a vital tool in maintaining international peace and security, while increasing its coordination with regional organisations and international legal agencies in coping with disputes, maintaining peace and preventing conflicts. He underlined the need to avoid the abuse and re-explanation of the UN Charter, suggesting the UNSC continue to creating favourable conditions for countries to get access to affairs and documents of the council to promote open and transparent discussions in the field.
