Attending the Workshop were experts from CTBTO, US's Department of Energy, National library Lawrence Livermore and representatives from Malaysia, Indonesia, Myanmar, Thailand and Viet Nam. Delivering an opening speech at the Workshop, Director Vương Hữu Tấn said that Viet Nam has received CTBTO's support for establishing the National Data Center (NDC) to connect and exploit database from the International Data Center (IDC) under CTBTO for civil and scientific applications. The Director emphasized that after the Fukushima incident occurred, IDC's radiation database has been used to inform local people on the distribution of radiation in the atmosphere from Fukushima Nuclear Power Plant (NPP) to Viet Nam. According to the Asia-Africa Market Department under the Ministry of Industry and Trade, Vietnam is running a US$5.9 billion trade deficit with the region, a year-on-year decrease of 9.5%, due to petroleum imports.Vietnam’s primary sources of imported products were Thailand, Indonesia, Singapore, and Malaysia. Though Vietnamese galleries and artists have stepped up efforts to penetrate international art markets in recent years, the country's art still fetches considerably lower prices when compared to other Southeast Asian works. In recent years, more Vietnamese galleries have joined famed art markets held in other Asian countries, for both higher revenues and opportunities to promote the country's art to the world. Such markets as the Singapore Art Fair, Art Expo Malaysia, Art Basel Hong Kong, and the Singapore Affordable Art Fair - one of Singapore's two largest art fairs - have brought together artists and gallery owners from around the world.
