Many solutions to prevent network congestion on HoSE

Meanwhile, on the Hanoi Stock Exchange (HNX), the HNX-Index made a breakthrough of nearly 3 percent. At the end of the trading session, the VN-Index inched up by 0.34 points, or 0.03 percent, to close at 1,186.95 points, with 270 gainers, 168 losers, and 64 unchanged stocks. The HNX-Index jumped 6.16 points, or 2.48 percent, to 254.1 points, with 137 gainers, 66 losers, and 57 unchanged stocks. Foreign investors continued to net sell nearly VND500 billion on the whole market. Of which, they net sold VND470 billion on the HoSE. Liquidity remained at a high level with a total trading volume of 819 million shares, worth more than VND18.1 trillion. Of which, put-through transactions accounted for nearly VND1.77 trillion. The stock market traded with caution from investors after the new General Director of the HoSE Le Hai Tra spoke in the media about a solution to prevent network congestion, which possibly is to raise the minimum round lot from 100 shares to 1,000 shares to reduce the load for the trading system. According to the HoSE’s calculations, increasing the round lot to 1,000 shares can reduce the total number of trading orders by 40-50 percent, at the same time, it can pave the way for new heights of market liquidity. Mr. Tra said that that might only be a temporary solution to solve the current network congestion situation. In the future, when the new stock trading system comes into operation, there will be an odd-lot board, and it is also possible to return to the current round lot of 100 units. However, this opinion faced considerable opposition from investors because it will make it difficult for investors, especially small investors. Widow desperate to save her son after losing husband to heart disease

A widow from Tay ethnic group in Thai Nguyen Province is calling for financial support to save her son from heart disease. Hoang Thi Binh calls for help for her son Hoang Thi Binh is a resident in Thanh Long Village, Phuc Luong Commune. Binh was worried after finding out that her son had a fever after she returned home. "He has a fever again. I'll give him medicine for fever then I'll give him herbal medicine. I'm too poor to take him to the hospital," she said. Binh said her husband had heart disease but because of poverty, he never went to large hospitals. Before the family had enough money, he died in 2013. A few days later, their house collapsed so Binh took her two children to live with her parents-in-law. Unfortunately, her eldest son, Hoang Anh Hai, was also diagnosed with heart disease. In April 2018, Binh's son situation suddenly worsened, causing him to faint several times. Her father-in-law had a stroke and half of his body was paralysed. "The doctors said I should bring Hai to hospitals in Hanoi. But after my husband died, I struggle to even put meals on our table. Now my father-in-law is ill too, I can't do anything," she said. Binh bought medicine with her son's health insurance while trying to treat him with herbal medicines. However, he continues to weaken. Binh said she already borrowed VND20m (USD869) from the banks and more from relatives and neighbours. Tong Van Tien, head of Thanh Long Village, said, "Their situation is really difficult. Her husband died when their second child was only one year old. The whole family depends on the small field and Binh's odd jobs. I hope people will help her son and father-in-law get to hospital." Irregularities force Vietnamese laborers to bear brunt of working abroad

According to the Government Inspectorate, the Ministry of Labor, Invalids and Social Affairs has yet to pay due attention to the legitimate rights and interests of people employed abroad and come up with suitable measures to help reduce worker costs. "For a long period of time, the ministry has not been able to manage or control official and brokerage fees of businesses running the service, which had caused workers (who in fact are all poor) to pay a large amount of money even when the policy of receiving markets (Japan and Taiwan) does not require them to pay." The conclusion of the inspectorate was announced at a Thursday meeting by its deputy head Tran Ngoc Liem. Government inspectors had looked into what had been achieved and what had been done wrong in sending workers abroad under contracts from six provinces in northern and central regions, including Vinh Phuc, Phu Tho, Hai Duong, Hung Yen, Nghe An and Ha Tinh, in the 2013-2018 period. They pointed out fee regulations applied to Vietnamese workers in Japan are not in line with Japanese policies or the agreement signed between the two countries, which had affected laborers. Due to the loose management of the ministry’s Overseas Labor Management Department, workers had been made to pay a "very high fee of $7,000-8,000 per month," the inspectorate stated. In many cases, the high fee had forced many Vietnamese to remain abroad after their contracts and visas had expired to recover their costs, it noted. As for the six provinces, the inspectors said authorities there had also failed to fulfill their duties, while companies providing "study abroad" consultancies in fact feeded the foreign labor market. Inspectors also discovered laborers that had voluntarily, or through a broker, gone abroad to "travel, visit relatives or get married", then stayed behind to work illegally.
