While the number of COVID-19 cases is increasing globally, rapidly changing on an hourly and daily basis which can be tracked almost in real time, the incidence, infection burden and fatality rates in Vietnam are still low. Vietnam declared COVID-19 a nationwide epidemic on April 1. By October 15, 2020, Vietnam reported 1,122 cases with 35 deaths (WHO 2020). With approximately 97 million inhabitants, the Southeast Asian nation has conducted 12,772 tests/1 million. According to the WHO classification, Vietnam reports transmission from clusters of cases and not by community transmission or sporadic cases. Vietnam lifted its social isolation measures when schools and businesses reopened after International Labour Day, but continued to reduce risk through the mandatory use of face masks. The speed of response was the crucial factor. The Vietnamese government has been instrumental in identifying and demarcating infection clusters and has responded well to the COVID-19 situation and handling of COVID-19 in terms of the WHO test, treat and track approach (T3). For example, COVID-19 reappeared in the city of Da Nang in late July 2020, where the first two deaths of COVID-19 were reported. The entire city was placed under strict lockdown exceeding 45 days. Public transportation was shut down, severely restricting population movements and, thus, stopping the wave of transmissions of COVID-19 in communities. Vietnam has adopted extensive approaches in its intense fight against the pandemic. In particular, it has adopted a fairly good and comprehensive approach from the early stages of the epidemic, as it has begun early identification of contact persons, quarantine measures, timeliness, efficient mobilization of state agencies and a progressive policy of social distancing. According to the latest report from all 30 districts, precincts and towns in Hà Nội, by late December 2020, almost 500,000 charcoal stoves in both the inner city and districts had been eliminated – a decrease of some 91.61 per cent. According to our plan, by late 2021, charcoal stoves will be totally eliminated in the city. The Hà Nội Department of  Natural Resources and Environment has worked closely with all People’s Committees in the city and concerned agencies to make sure the plan will be successfully implemented. To achieve this goal, we have launched a communication campaign to ask people to switch to other cooking means. We are confident that our goal will be achieved in accordance with the plan. What about poor households which are not able to use other cooking means instead of charcoal stoves? In 2018, the Hà Nội Department of Environmental Protection worked with the Netherland Development Agency to look for new stoves meeting Vietnamese national standards to replace the old stoves – the new stove is coded CCBM and it has met the three criteria laid down by the Viêtnamse authorities – i.e friendly to the environment with fewer fumes released during the cooking, energy-saving and safety. What’s more important is that the cooking materials are all by-products of farming like rice husk, sawdust and others. How do you evaluate the current digital transformation at the Ministry of Transport? In recent years, the Ministry of Transport has promoted the application of information technology, building e-Government towards an online working environment instead of traditional work based on records, papers; providing online public services to facilitate and reduce costs for people and businesses. The Ministry of Transport has promoted the building of specialised databases to manage operations based on digital data. Specifically, the Directorate for Roads of Vietnam has been managing, issuing, extending driving licences, and managing road traffic infrastructure based on digital data. Meanwhile, the Việt Nam Registry Department has digitised all vehicles to make vehicle registration faster and more convenient. The Việt Nam Maritime Administration shall apply information technology to the management of ships and boats entering and leaving seaports in Việt Nam. The digital transformation in the Ministry of Transport differs from the information technology application carried out in the previous period in the point that we're changing it fundamentally in management, not simple modernising the old management method. This is a long process and must be done on a regular basis. In the digital transformation process, new models of transport management and business will arise without precedent and we may not have a legal policy system to adjust.
