Outcomes of Lao People’s Revolutionary Party’s 11th National Congress informed to Vietnam

At the event, Soonthorn Xayachak, Secretary of the LPRP Central Committee and head of the committee’s Commission for External Relations, who is the Special Envoy of General Secretary of the LPRP and Lao Prime Minister Thongloun Sisoulith, said that the LPLP’s 11th National Congress was a success, becoming an important milestone to a new development period of the revolution of Laos. The congress approved a Political Report of the 10th LPRP Central Committee, along with socio-economic development in the 2021-2025 period, as well as the amendment and supplementation of the LPRP Charter, and reviewed the leadership of the 10th LPRP Central Committee. The congress also elected the 11th LPRP Central Committee. Soonthorn Xayachak thanked the CPV Central Committee, CPV General Secretary and State President Nguyen Phu Trong as well as leaders of the Party, State and major agencies of Vietnam for extending congratulations to the congress and their Lao counterparts. He also thanked Vietnam for supporting Laos in organising the congress, while congratulating the CPV on the success of its 13th National Congress. Hanoi to report on planning the Red river’s riparian areas: Party official

The Hanoitimes - Solving the drainage problem in the development of the riparian areas has been the reason the land along the Red river remains unplanned. Hanoi will report to the central government on the planning of the riparian areas on both sides of the Red river, ensuring that no land in Hanoi is left without being planned, Secretary of the Hanoi Party Committee Vuong Dinh Hue said at the recent meeting with voters in Dan Phuong district. Hue said that the general zoning plan for the capital city until 2030, with vision to 2050 had been approved by the Prime Minister since 2011. Photo: VGP So far, solving the drainage problem in the development of the riparian areas has been the reason the land along the Red river remains unplanned, Hue said. Dan Phuong district’s land fund has about 1,200 ha of riparian areas. However, the current regulations have not allowed long-term investment in these areas in order to ensure flood prevention work. On the application of high technology to the reclamation of riparian areas for farming, voter Do Van Dang, who lives in Trung Chau commune, suggested that the municipal government devise a mechanism to draw investment in irrigation in riparian areas. Dang also asked Hanoi’s authorities to keep constructing Huu Hong (the right side of the Red river) dike section from Hong Ha commune to the end of Dan Phuong district. In 2017, Chairman of the municipal People’s Committee Nguyen Duc Chung required some investors to devise planning schemes to develop the areas along the Red river which ensure the city’s flood-resistant capability and create a modern urban area along the river. PM allocates rice to flood victims in central region

PM Nguyen Xuan Phuc has ordered the supply of 4,000 tonnes of rice from the national rice reserve to support flood victims in the central region. Flood victims are given donations. The PM on October 18 signed a decision to supply 1,000 tonnes of rice to each of Quang Binh, Quang Tri, Quang Nam and Thua Thien-Hue provinces. On the same day, the PM also issued directives about the search and rescue works for the landslide victims who are missing at Rao Trang Hydropower Plant 3 in Thua Thien-Hue Province and Army Economic Group 337 in Quang Tri Province to all related agencies including the Ministry of Transport, Ministry of Health, Ministry of Agriculture and Rural Development and the National Steering Committee on Natural Disaster Prevention and Search and Rescue. The PM sent condolences to the victims' families and sent Deputy Prime Minister Trinh Dinh Dung and leaders of state agencies to the scene to direct the search and rescue mission. According to the National Centre for Hydro-Meteorological Forecasting, the water level of the Kien Giang River in Quang Binh Province was very high. The water level at 12 am on October 19 stood at 4.73 metres, 0.82 metres higher than the water level during the record flood in September 1979. In the next six hours, the water level in Kien Giang River would continue rising to 5.5 metres. Landslides and flash floods have been warned at mountainous areas in the districts of Tuyen Hoa, Minh Hoa, Bo Trach, and Le Thuy. The river bank and road erosions have also been warned. Many areas will be under water in these areas as well as Quang Ninh and Dong Hoi City. In the past 12 hours, the rainfall in Ha Tinh and Quang Binh provinces was at 150-350mm. The rainfall in Ky Thuong Commune, Ha Tinh Province was as high as 586mm. Rain continues to be forecasted for the Central Region from now to October 20.
