The continuing intense heat and effects of El Niño have increased the demand for electricity in many parts of the country. Due to a dearth of precipitation in the north, water levels in hydropower reservoirs are unusually low, which has had a significant impact on electricity supply.
The MoIT is to implement the PM’s directive to increase electricity conservation over the 2023–2025 period and subsequent years by concentrating on practical and effective solutions. These are to be to submitted to the PM for approval by June 8.
For wind and solar power projects that have been constructed but do not yet satisfy the requirement for employing the feed-in tariff mechanism, it will be necessary to study and advise their handling according to the level of competence in which they are run.
It will also be necessary to evaluate the legal framework governing electricity to provide guidance for investment in the power grid. The promotion of public-private partnerships is seen as essential by the PM for the implementation of Power Development Plan 8.
To ensure the availability of raw materials for power production, the PM has tasked the MoIT with evaluating the administration of EVN’s National Load Dispatch Centre.
The Commission for the Management of State Capital at Enterprises has been tasked with directing EVN, PetroVietnam and Vietnam National Coal and Mineral Industries Group (Vinacomin) to work together to implement viable solutions to secure electricity supply. This group is tasked with effectively mobilising all available resources and implementing synchronous and efficient solutions to achieve this goal.
EVN is also in charge of troubleshooting power plants, particularly those in the north, to ensure their smooth operation, with a strong emphasis on implementing solutions that increase electricity savings.
At the request of EVN, other corporations, including Vinacomin and PetroVietnam, are required to ensure a sufficient supply of coal and gas to power plants, closely coordinate on a reliable and dependable electricity supply, and resolve any and all problems at power plants under their jurisdiction swiftly.
