Prime Minister praises Ring Road 4 project’s land clearance

Prime Minister Pham Minh Chinh asked the ministries to quickly resolve the relevant issues to keep the ring road project moving forward as planned.

Hanoi and the two provinces of Bac Ninh and Hung Yen have made big progress in land clearance for the construction of the Ring Road 4, Prime Minister Pham Minh Chinh said on January 27.

At the moment, Hanoi municipal  authorities have developed a land clearance plan for the whole 58.2-kilometer stretch of the ring road that runs through Hanoi. The capital has relocated almost two fifths of all the graves found along the ring road.

Hung Yen Province has cleared land in Van Giang, Khoai Chau, Yen My and Van Lam districts and moved almost 16% of all graves along the ring road.

Meanwhile, Bac Ninh Province does not have a plan to relocate graves and cemeteries in the project area, but Bac Ninh city and Thuan Thanh, Gia Binh and Que Vo districts have been asked to speed up compensation and relocation of local residents to proceed with the land clearance plan.

As land clearance is the decisive factor that determines the progress and expense of any infrastructure project, PM Chinh praised Hanoi and the two provinces of Bac Ninh and Hung Yen for their efforts to keep the Ring Road 4 project progressing as planned.

He also applauded the three localities for meeting the requirements of the people in the relocation the cemeteries in the project area.

Visiting the project’s section in Song Phuong Commune, Hanoi’s Hoai Duc District, Prime Minister Chinh was confident that the construction of the ring road will start in June 2023 as planned and be completed two years later.

He urged Hanoi and the two provinces of Bac Ninh and Hung Yen to finalize all preparations, especially land clearance and relocation of residents and cemeteries.

Local authorities asked Prime Minister Chinh to approve their plans to build new roads, cemeteries and housing for land clearing.

In response, Prime Minister Chinh tasked Deputy Prime Minister Tran Hong Ha to lead the Government Office and ministries to resolve such issues as soon as possible and avoid complicating problems with more paperwork.

“We have to work all day and all night, and not waste people’s support and good weather to finish land clearance activities,” he said.

According to PM Chinh, Ring Road 4 will open a new space for the development of industrial hubs and urban areas, and resolve congestions. The design and construction of the road must follow technical rules and assist the development of local tourism.

Speaking with local people, PM Chinh appreciated their cooperation with the Government in the project, and expected that they will continue to support local authorities to soon finish the project.

Ring road No.4 is designed with a total length of 112.8 kilometers, running through Hanoi (58.2 kilometers), Hung Yen Province (19.3 kilometers), and Bac Ninh Province (25.6 kilometers).

The 1,341-hectare project costs a total of VND85.8 trillion ($3.7 billion) from the state budget and investors’ capital, and is scheduled for completion in 2027.
