The outstanding result in defense cooperation between the two countries is that both sides have officially established the defense policy dialogue mechanism at the deputy-ministerial level. The biennial event was held in Vietnam and South Africa, in 2015 and 2017, respectively.
At the deputy ministerial-level defense policy dialogue in 2015, the two countries discussed orientations for the bilateral defense cooperation in the coming time, with a focus on promoting delegation exchanges at all levels, and sharing experiences in participating in UN peacekeeping operations. Vietnam and South Africa also determined to promote cooperation on defense industry based on their own strengths and needs.
The first event in 2015 figured out that the effective implementation of the Agreement signed in 2006 between the two ministries of defense and contents discussed in the third Vietnam-South Africa Inter-Governmental Partnership Forum, contributed to strengthening the bilateral defense relations and cooperation between the two countries.

The second deputy ministerial-level defense policy dialogue in 2017 focused on discussing priorities for bilateral defense cooperation, and agreed that priorities should have been given to sharing experience in participating in UN peacekeeping operations as South Africa had good experiences in this field.
In the context that Vietnam has just deployed its Level-2 field hospital to South Sudan, the Vietnamese side wishes to promote cooperation in this field with South Africa.
At the second event in 2017, Senior Lieutenant General Nguyen Chi Vinh, Vietnam’s Deputy Defense Minister affirmed that South Africa was an important partner of Vietnam in supporting the country in participating in UN peacekeeping operations. He also said that Vietnam attached great importance to expanding cooperation in defense industry, logistics, and personnel training with South Africa; and in return, the country was ready to receive South African students to attend courses of the Vietnamese National Defense Academy.
2017 also saw two visits of two high-ranking military delegations of Vietnam’s Ministry of National Defense to South Africa in March and October, with the aim of seeking opportunities for cooperation on defense and telecommunications industries.
On the basis of the traditional friendship and relations between Vietnam and South Africa, Vietnam has determined South Africa as one of the priorities in Africa in terms of defense relations. In its foreign policy, South Africa also seeks to strengthen relations with Asia, especially with ASEAN countries.
Although the bilateral defense cooperation between Vietnam and South Africa has recently gained outstanding achievements, it has still not commensurated with the cooperation potentials of the two countries.
At the first deputy ministerial-level defense policy dialogue in 2015, Dr. SM Gulube, Secretary for South Africa’s Defense expressed his admiration for the heroism of the Vietnamese army and people during the resistance wars for national independence and reunification in the past. He also emphasized that Vietnam and South Africa had a long-lasting traditional and flourishing friendship, and that the South African army and people always joint the Vietnamese military and people’s efforts to further consolidate the good relationship.
