NDO – The national database on population should be completed and put into use no later than January 1, 2020 and, although it is shared by the relevant sectors and localities, data security must be the top priority.
Deputy Minister of Public Security, Senior Lieutenant General Le Quy Vuong, made the suggestion whilst chairing a conference in Hanoi on November 14 to deploy the implementation of Directive No. 07/CT-TTg by the Prime Minister urging for strengthened collaboration in building a national database on population.
According to Vuong, the current method of residential management is mostly carried out manually using backward technologies, making the search for information sluggish and causing difficulties for organisations and citizens. Therefore, building a national database on population is becoming increasingly important as it is the basic database that gathers the basic information of all Vietnamese citizens.
He also said that each person must have a personal identification number from birth and at the age required an Identification Card will be issued and granted to each citizen based on their personal identification number.
On the basis of individual identification numbers and citizen identification cards, the building of a national database on population will be made in order to manage household and civil statuses and serve as a common basis for all ministries and localities in accelerating population related work in the direction of simplification and convenience for all. This is also the expectation of all the people, Vuong stressed.
Capital sources are extremely important in ensuring that the set plan is implemented on schedule to realise the national database, the deputy minister stated, adding that as the development of the database will use the State budget, the concerned ministries and branches should provide capital in advance for the implementation of the national database.
Previously, the investment project on building a national database on population was approved by the Prime Minister in November 2015. It will be implemented over the course of two years from 2016 to 2017, with a total after-tax investment of nearly VND3.4 trillion from the State budget.
The Ministry of Public Security is the managing agency for the national database and its General Department of Police is the investor. The goal of the project is to develop a national database of population across the country, gathering the basic information of all Vietnamese citizens that will be standardised, digitised, stored and managed by information infrastructure in order to serve State management and the transactions of agencies, organisations and individuals.
According to information from the project’s contractor Viettel, the national database on population covers approximately 25 million households across 62 provinces/cities (excluding Hai Phong), 698 districts and 10,941 wards/communes. The project is expected to invest in about 11,700 transmission channels and 15,800 computer sets.
The national database of population consists of 14 different software systems in five main packages, including system administration and user management; initial data collection and identification issuing; residing management; sharing, exploiting and updating data changes; as well as a portal system.
