City seeks ADB loans for key projects By Le Anh – The Saigon Times Daily HCMC – The HCMC government has sent a proposal to the Ministry of Planning and Investment seeking to add 11 key projects to the list of projects funded by preferential loans of the Asian Development Bank (ADB) in the 2013-2015 period. Among the 11 projects mentioned in the proposal are Metro Line No. 3A from Ben Thanh to Tan Kien, an elevated road along Nhieu Loc-Thi Nghe Canal, the An Duong Vuong-Phan Anh-Binh Long-Huong Lo 3 road upgrade and expansion, the second phase of the north-south road from Ong Lanh Bridge to Nguyen Van Linh Parkway, and Metro Line No. 2. Water projects include a sludge treatment plant, a D2000 clean water pipeline repair, a supply and distribution system, water loss reduction in zone 3, water loss reduction in zones 4, 5, 6, and pipeline installation on Au Co Street. Despite being major projects of HCMC, they are facing difficulties in seeking investment capital sources. The city has also proposed using official development assistance (ODA) of Kuwait with an estimated VND4 trillion for HCMC Children’s Hospital and the second HCMC Oncology Hospital. Regarding Metro Line No. 1 from Ben Thanh to Suoi Tien, the HCMC government has allowed the HCMC Urban Railway Management Unit to start work on the second package of constructing elevated sections and depots on August 28.
