seminar entitled “the development of special economic zones and its challenges” that opened in the northern province of Quang Ninh on Thursday. Topics discussed covered administrative formalities, industry development strategies, investment attraction, holistic infrastructure networks, green economic principles, and the service sector’s role in special economic zones. Vuong Dinh Hue, head of the Central Economics Commission discussed the advantages and importance of establishing special economic zones at present: “Based on Vietnam’s sea and islands’ advantages, we’ll establish a number of special economic and administrative zones which aim to form growth poles and activate regional economic development that could spread nationwide. Special economic zones are places where breakthrough institutions and policies are piloted to later be applied nationwide. I highly praised the Quang Ninh provincial authorities’ political determination and desire to make their plans come true.” Managers, scientists, and international scholars had the chance to discuss the 30-year global history of cluster models and special economic zones, as well as the opportunities they present in Vietnam. The event was co-organized by Shenzhen University in China’s Guangdong province with a presentation by National Assembly Chairwoman Nguyen Thi Kim Ngan and many senior leaders from related ministries and agencies across Vietnam.
