He triumphed in the 181km stage from Quang Ngai City to Quy Nhon City, completing the stage in 4:35.03 with a top speed of 39.484kmh.
Tran Van Quyen of Military Zone 7 and Nguyen Thanh Tam of An Giang Plant Protection were the runners-up.
Duan kept the green jersey as best sprinter with 91 points.
In the team rankings, An Giang Plant Protection took the lead with a combined time of 88:31.10, followed by Military Zone 7 and Sai Gon Plant Protection.
Today, racers will compete in the 11th stage stretching for 116km from Quy Nhon City to Tuy Hoa City.
The tournament will take place over a gruelling 1,935km with the participation of 84 cyclists competing in 16 stages.
The last leg of the race will conclude in HCM City in time to celebrate the anniversary of the liberation of South Viet Nam on April 30.-VNS
