Under the plan, the total government bond investment capital for the five-year period will not exceed VND 225,000 billion.
The NA asked the Government to map out specific principles and criteria for reviewing some ongoing state-funded projects and not to supplement new projects using government bond capital in the next five years.
Under the resolution, government bond capital quota passed by the NA every year will not be transferred to the following years.
The Government will rely on disbursement process to mobilize government bond capital for government capital projects in favor of investment efficiency.

National Assembly (NA) deputies have adopted a resolution on the allocation of the 2014 State budget, after the proposal received 87.75 percent of the votes at the November 15 morning sitting. According to the resolution, over 495.19 trillion VND (23.57 billion USD) of the approved State budget's total collection estimates of 782.7 trillion VND (37.27 billion USD) will be allocated for the central budget and 287.5 trillion VND (13.69 billion USD) will go to the local budget. Low rates hit Govt bond issues (10-05-2005) HA NOI — The failure of recent auctions of Government bonds and treasury bills to attract investors has been blamed on the interest rates being offered, which are significantly less attractive than those offered by banks for deposits. In the latest auction, which took place in late April, only VND20 billion (US$1.27 million) of VND300 billion ($19 million) worth of bonds was sold, and in the preceding auction, only 17.5 per cent of the total bond volume available was sold.
