Deputy PM hails Vietnam Cooperative Alliance

Deputy Prime Minister Nguyen Xuan Phuc has praised the contributions made by the Vietnam Cooperative Alliance (VCA), which gathers more than 18,000 cooperatives with tens of millions of labourers, to national socio-economic development, especially agriculture and rural development. The official made the statement at the 13th conference of the VCA’s Executive Board in Hanoi on January 30, where he stressed that cooperatives are a democratic economic model that help many households escape from poverty and generate jobs. Successful cooperatives manifest the sound guidelines of the Party and State in developing a collective economy, he said. However, the performance has yet to match the country’s potential, the Deputy PM said, adding that local Party Committees and authorities are not focusing enough on the model as well as the role played by the collective economy in national economic development and social stability. The Hai Duong Provincial Cooperative Alliance (PCA) on January 18 and 19 held its 5th Congress for the 2015 – 2020 tenure. Mr. Le Van Nghi, Vice Chairman of the Vietnam Cooperative Alliance (VCA), and Mr. Nguyen Anh Cuong, Member of the Provincial Party Committee (PPC)'s Standing Board, Vice Chairman of the Provincial People's Committee, attended and directed the congress. During the 2009 – 2015 tenure, the PCA overcame many difficulties and well performed the functions and tasks assigned. It now has 420 members, consisting of 370 cooperatives, two cooperative unions, and 48 enterprises. In the next tenure, the PCA will continue propaganda and mobilization for the development of cooperation groups and cooperatives to contribute to bringing the 9th Central Party Committee's 5th Resolution and the 2012 Law on Cooperatives to life. The Mekong Delta is the country’s key agricultural production zone but local farmers have regularly and badly hit with ‘Pumper crop-price reduction’ because of unconnected production and consumption. Therefore, connectivity is inevitable to sustainably develop the agricultural industry, in which new style cooperatives play important role in bringing farming households together to cooperate with local businesses. Vietnam, Japan ink deal to develop agricultural value chain

Vietnam Cooperative Alliance (VCA) and Japan’s Komtek Corporation inked a deal on developing value chains for farming products in Vietnam.

The Vietnam Cooperative Alliance (VCA) and Japan’s Komtek Corporation will cooperate in developing value chains for agricultural products of cooperatives in Vietnam as a way to help improve the country’s competitiveness. VCA President Vo Kim Cu and Chairman of Komtek Corporation Nguyen Hoang Ly inked a three-year Memorandum of Understanding on developing microeconomics through sustainable value chain. The two sides agreed to establish funds to financially support vulnerable players – particularly members of the cooperatives – while information technology will be applied to build up a database and enhance management of the VCA. The VCA will also promote its farming products and agricultural investment into Vietnam domestically and overseas. The Vietnam Cooperative Alliance (VCA) reported that the country has nearly 20,000 cooperatives, about 150,000 production groups and 43 cooperative unions with nearly 14 million household members from many fields such as agriculture, seafood, handicraft, cargo and passenger transport. About 55.8 percent of them have well performed. The rate is only 10 percent out of 50 percent of agricultural cooperatives, the rest ones have moderately operated or closed down. Vietnam’s agricultural industry has seen four long problems including pumper crop-price plunge, capital shortage, farmers’ income lower than those working in industry and service fields and consumption on the defensive. Cooperatives work to step up integration

With the country's increasing international integration, more and more co-operatives focused on strengthening their competitiveness by improving technologies and management, according to the Vietnam Cooperative Alliance (VCA). Speaking at a recent launching ceremony for a programme to introduce products produced by southern co-operatives, VCA Chairman Vo Kim Cu said they were also now building brands for their products and creating supply chains. The country had nearly 20,000 co-operatives operating in various sectors, with many exporting their products like handicrafts and farm produce, he said. Dire need for trade defense measures Vietnamese enterprises have almost no trade defense measures in place and technical barriers are weak, Deputy General Director of the Hoa Sen Group, Mr. Vu Van Thanh, told a conference on December 16 on effectively utilizing trade defense measures to protect domestic manufacturing. Knowledge among Vietnamese enterprises about trade defense measures is a major concern, according to Mr. To Thai Ninh from the Market Surveillance Agency under the Ministry of Industry and Trade. A 2014 survey by the Vietnam Chamber of Commerce and Industry showed that 64 per cent of local enterprises had heard of trade defense measures but were not fully aware of what they may be. Meanwhile, 16 per cent of respondents knew nothing about trade defense and only 1.8 per cent had researched such measures after becoming embroiled in related lawsuits. Sai Gon Giai Phong Newspaper, the National Assembly’s Economic Committee and the Ministry of Agriculture and Rural Development hosted a seminar gathering senior central leaders to debate measures for sustainable development of agricultural value chains in the Mekong Delta province of Ben Tre on December 1. Deputy Minister of Agriculture and Rural Development Le Quoc Doanh said that reform of economic institution and management mechanisms in agricultural field brought many achievements in the 1990s and 2000s. Large scale paddy fields have been developed slowly in Vietnam accounting for only 4 percent of total rice farming area, according to reports at a meeting hosted in Ho Chi Minh City on Tuesday by Ministries of Agriculture and Rural Development, Planning and Investment, and the Vietnam Cooperative Alliance. Only 11 percent rice area is under large scale in Vietnam’s largest rice growing area--the Mekong Delta. Some mountainous provinces such as Cao Bang and Bac Kan have yet to implement any project to develop this model or make any move to start it. Both businesses and farmers have said it is very difficult to access loans to develop large scale paddy fields. (CPV) - The "Enhancing functions of agricultural cooperatives in Vietnam, Phase II" project supported by the Japan International Cooperation Agency (JICA) will be terminated this July. It has been implemented for three years, aimed to setting up a sustainable system to support agricultural cooperatives (AC)’ development through provision of training courses on mid-term planning, joint marketing business, joint purchasing business and internal credit business in five target provinces (Thai Binh, Hoa Binh, Hai Duong, Binh Dinh and An Giang), for enhancing functions of ACs which can lead to improvement of living standard of member farmers. The Provincial Cooperative Alliance has recently held the Conference of the Provincial Typical Advanced Cooperatives for the 6th time in 2015. Throughout the province, in the past year, 23 cooperatives and one co-operative union were established, raising the total number of cooperatives, co-operative union up to 195. Among these, 44% are classified as very good, up 4% in comparison with 2010. Ha Noi-Sapa link road gets Lao Cai approval The People's Committee of the mountainous Lao Cai Province has approved a plan to build a link road from Noi Bai – Lao Cai Highway to Sapa district, officials said last week. Chairman of the committee Doan Van Huong asked relevant units and locals to complete the necessary procedures to start the construction work soon, an official said. The 27 km-long link road is expected to be constructed with technological standards suitable to mountainous areas. According to the plan, the entire route will have nine bridges, including five viaducts, and four flyovers over streams. About 275 households will be shifted from 104 ha that will be used to build the road. The total investment under a BOT model (build-operate-transfer) is expected more than VND2.5 trillion (US$116.6 million).
