Phase II “Enhancing functions of agricultural cooperatives in Vietnam” project concludes

(CPV) - The "Enhancing functions of agricultural cooperatives in Vietnam, Phase II" project supported by the Japan International Cooperation Agency (JICA) will be terminated this July. It has been implemented for three years, aimed to setting up a sustainable system to support agricultural cooperatives (AC)’ development through provision of training courses on mid-term planning, joint marketing business, joint purchasing business and internal credit business in five target provinces (Thai Binh, Hoa Binh, Hai Duong, Binh Dinh and An Giang), for enhancing functions of ACs which can lead to improvement of living standard of member farmers. Phase I of the Project (2006-2010) aimed at building up the model of AC which are able to handle the farmer’s needs in two pilot northern provinces, At present, in agricultural production, almost of Vietnamese farmers still purchase their production materials such as fertilizer, pesticides at private shops and agents. The Provincial Cooperative Alliance has recently held the Conference of the Provincial Typical Advanced Cooperatives for the 6th time in 2015. Throughout the province, in the past year, 23 cooperatives and one co-operative union were established, raising the total number of cooperatives, co-operative union up to 195. Among these, 44% are classified as very good, up 4% in comparison with 2010. Along with the process of conversing operation under the 2012 Cooperative Law, the cooperatives have successfully built 6 working models. Thereby, the cooperatives not only well-implement direct services for agricultural production, including agricultural extension, guiding production, controlling diseases, providing rice-seed, fertilizers... but also expanding industries, consisting of internal credit service, rural construction, oil and gas business, providing clean water... Ha Noi-Sapa link road gets Lao Cai approval The People's Committee of the mountainous Lao Cai Province has approved a plan to build a link road from Noi Bai – Lao Cai Highway to Sapa district, officials said last week. Chairman of the committee Doan Van Huong asked relevant units and locals to complete the necessary procedures to start the construction work soon, an official said. The 27 km-long link road is expected to be constructed with technological standards suitable to mountainous areas. According to the plan, the entire route will have nine bridges, including five viaducts, and four flyovers over streams. About 275 households will be shifted from 104 ha that will be used to build the road. The total investment under a BOT model (build-operate-transfer) is expected more than VND2.5 trillion (US$116.6 million). At the workshop, Giovanni Monti – President of the Emilia-Romagna branch of the National League of Co-operatives and Mutuals (Legacoop) – said co-operatives in Italy date back more than 150 years and currently generate an annual revenue of EUR 45 billion (about US$49 billion) accounting for 8% of the country’s GDP. The Emilia-Romagna region currently houses 3,500 co-operatives operating in agriculture, industry, construction, education, health care and goods retail. Agriculture cooperatives failing to impress

The performance of agricultural cooperatives is still far behind expectations, although they support tens of millions of farming households, heard a workshop in Hanoi on May 21. Data collected by the Vietnam Cooperative Alliance shows that by the end of 2014, the country had 142,800 cooperative groups and 18,638 cooperatives, attracting 12 million households. Of these, there were more than 10,000 providing agricultural and aquacultural services. Attendees said the development of a cooperative economy has failed to live up to expectations due to an array of lingering weaknesses such as small-scale operations, low productivity, unqualified products and unstable consuming markets. New direction for cooperatives in Vietnam needed

Dr. Ethel Sennhauser from the World Bank said at a meeting about Cooperatives in integration and competitiveness to grow that Vietnam needs to attract more young and intellectual people to work in new styled cooperatives. The meeting was held by the Ministries of Agriculture and Rural Development; Planning and Investment; Vietnam Cooperative Alliance and the World Bank on May 20 in Hanoi. The Ministry of Agriculture and Rural Development and Vietnam Cooperative Alliance said that the country has 10,204 cooperatives including 10,0000 agricultural cooperatives offering 12 million jobs for members and farmers. However, most of cooperatives have small scale trade. They are weak in consuming agricultural produces. Moreover, the model transfer following the Cooperative Law 2012 was carried out slowly and around 20 percent of them halted operation. Agriculture sector to enhance effectiveness of cooperatives

A conference on cooperatives in the agriculture sector was held on May 20 in Hanoi to review their development and plan ways to improve their effectiveness. The event was organised by the Ministry of Agriculture and Rural Development (MARD), the Vietnam Cooperative Alliance (VCA) and the World Bank. Addressing the conference, MARD Minister Cao Duc Phat said that the key solution to develop business cooperatives in the sector is not to increase their number, but to find ways to efficiently manage them depending on their areas of production - for example, cultivation, breeding, aquaculture or forestry - and to provide them with necessary support. Proper solutions are also needed to engage farmers in value chain production which facilitates more competitive agriculture, the minister added, stressing that businesses should not work independently of thousands of farmers. US servicemen’s remains repatriated A ceremony was held at Da Nang International Airport in the central city of Da Nang on April 16 to repatriate remains of US servicemen who died during the war in Vietnam. The ceremony was attended by representatives from the Board of Directors of Vietnam Office for Seeking Missing Personnel (VNOSMP), Ms. Rena Bitters, the US Consul General in Ho Chi Minh City, and representatives of the US Defense Attache Office, the Defense POW/MIA Accounting Agency (DPAA), and the US MIA Office in Hanoi. Two boxes of remains from the 118th Joint Field Activities from February to April, 2015 were handed over to the US side. The remains had been jointly reviewed and concluded by Vietnam and US forensic specialists that they might be associated with the US servicemen missing during the war in Vietnam and were recommended to bring to Hawaii, the United States, for further review. New-style cooperatives deemed critical to agricultural development

A forum held in the Mekong Delta city of Can Tho on April 15 urged for more ambition and innovation in the city’s bid to create new-style cooperatives in the face of current integration and development. Agricultural cooperatives now play a role more important than ever amid the rapid pace of development, said Vice Chairman of the Steering Committee for the Southwestern Region Nguyen Phong Quang. He highlighted the need to adapt existing cooperatives to current conditions. Once built and operated successfully, new-style cooperatives, especially those for the Mekong Delta’s key staples of rice, aquatic products and fruits, will boost profitability and increase incomes for farmers, he added. (VOV) - Vietnam Fatherland Front (VFF) Central Committee President Nguyen Thien Nhan on February 4 visited the Friedrich Naumann Foundation for Freedom (FNF) – the foundation for liberal politics in Germany. According to FNF Director Hans-Georg Jonek, FNF is a non-profitable and non-governmental organisation operating in more than 70 countries. FNF opened its representative office in Vietnam in 2012 mainly to support Vietnam’s market economy development projects. FNF has cooperated with the Institute of Co-operative Economy Development (ICED) under the Vietnam Cooperative Alliance in capacity building projects. Last year it assisted the ICED to draft and publish a handbook on the Cooperative Law. Korea supports E-learning for National Economic and Technical College

(CPV) - The Korea International Cooperation Agency (KOICA) and Samsung Electronics on November 12 handed over the project of improvement of capacity and education environment to the National Economic and Technical College (NETC) in Hanoi - a Public Private Partnership of KOICA. Accordingly, some of USD145,000 spent for the construction of a KOICA-Samsung E-learning center with installed hardware and software from July to November 2014. The project is a cooperation result proposed and coordinated by volunteer Been Jae Man rendering service at NETC. Teachers and students from NETC now have chance to improve their professional skills. Besides, this College, located in Hanoi's suburb Gia Lam district, has also developed an E-learning project and submitted to its managing agency, Vietnam Cooperative Alliance (VCA) for the approval.
