Voters’ proposals heard at NA’s ninth session

President of the Vietnam Fatherland Front Central Committee, Nguyen Thien Nhan, delivered a report summarising the opinions and proposals of voters across the country at the opening ceremony of the 13th National Assembly’s ninth session in Hanoi on May 20. According to Nhan, in preparation for the session, the committee collected a total of 3,854 opinions and proposals from voters and members of the public. The opinions cover a wide range of issues, such as agriculture; farming and rural development; living standards and social welfare; environmental protection; education; healthcare; and corruption. Nhan said that voters appreciated the outcomes of the national target programme on new-style rural area building, which was initiated by the Government in 2010 and has seen localities develop their infrastructure, improve production capacity, construct public works, protect their environment and promote local traditions and cultural identity. National Assembly opens 9th session in Hanoi

(VOV) - The 13th National Assembly (NA) opened its 9th plenary session in Hanoi on May 20 with a focus on making laws relating to the country’s development process. Addressing the opening ceremony, NA Chairman Nguyen Sinh Hung stated that Vietnam has recorded positive changes in socio-economic development in the four months leading up to May. The national economy has shown signs of recovery while the country has achieved progress in ensuring social welfare, reducing poverty, strengthening national defence and maintaining political stability and social order and security. Chairman of the Vietnam Fatherland Front Central Committee in Ho Chi Minh City Trieu Le Khanh, yesterday offered 79 gratitude houses worth VND 70million each and 10 great unity houses worth VND 40million each to social policy families and disadvantaged families in Tay Ninh province. Among 79 gratitude houses, the delegates also gave 63 houses to the poor in Trang Bang District of Tay Ninh. NA deputies want issues about referendums clarified

Tu Giang Deputy Ksor Phuoc told a meeting of the NA Standing Committee in Hanoi yesterday that referendums should be outlawed for certain issues. For instance, ill-intentioned elements may take advantage of public polls to trigger protests and actions to undermine national solidarity. Therefore, Phuoc called for the association, which plays a role in the drafting of the law, to make clear what is allowed for referendums to proceed. Other NA deputies shared Phuoc’s viewpoint. Phung Quoc Hien, chairman of the NA Financial and Budgetary Committee, said public polls should not be organized for issues about territorial integrity. Huynh Ngoc Son, deputy chairman of the legislature, said matters put up for referendums should be of national importance but urged clarification of what is important. Quang Chung Earlier, the association, which is assigned to play a part in the drafting of the law, suggested the NA Standing Committee, the State President, the Government or at least one third of the NA members have the right to call a public poll. Besides those in the first option, the second option states that the Vietnam Fatherland Front Central Committee can propose a referendum. However, the association in a recent document said that the Prime Minister should be added to the list of those able to propose a referendum. In its recent comment on the draft law, the Government suggested the draft law should give the Prime Minister the authority to propose a referendum as the Government leader is responsible for policy and law enforcement and operation of the national executive system. (VOVworld) - 6 administrative procedures have been selected for assessment under a project to measure the satisfaction of citizens and organizations with the services rendered by State administration agencies this year. This was announced at Tuesday’s meeting between the Ministry of Home Affairs, the Vietnam Fatherland Front Central Committee, and the Vietnam War Veterans in Hanoi to discuss a cooperative program to implement of the project. Under this program, the district governments’ issuance of identification numbers, land ownership certificates, and licenses for house construction, and the communal authorities’ handling of marriage certificates, birth certificates, and notary papers, have been assessed. Over 10 million laborers work in craft villages

This information was revealed in a seminar discussing the reality and solutions to develop Vietnamese craft villages during the period of international integration, co-organised by the Vietnam Fatherland Front Central Committee, the Ministry of Industry and Trade and the Vietnamese Craft Villages Association, in Hanoi on April 20th. According to the Vietnamese Craft Villages Association, until 2014, the country had 5,096 craft villages, of which 1,800 were recognised by the Government. The craft villages attracted more than 10 million workers. Their average income often is two-three times higher than that of workers in the agricultural sector. However, the quality of products is low, the market is slow to expand and the specific demand of customers has not been paid much attention. Association for Disabled petitions to have more assistance

The Vietnam Fatherland Front Central Committee yesterday held a meeting with representatives of disabled people across the country in the 35th anniversary of Vietnam's Day for Disabled People. 57 delegators participated in the meeting representing 6.7 million disabled people in the country. At the meeting, Vietnam's Disabled People Association petitioned the Fatherland Front Central Committee to encourage international organizations to set up vocational schools in the country where disabled people can both learn a job and learn literature. The association also proposed the government to recognize autism children as disabled kids so that these kids can enjoy preferential policy for them. Moreover, the government should provide unsecured loans to producing units owned by disabled people through organizations which disabled people participate in.
