PM gives instructions on agriculture The Prime Minister has issued instructions on agriculture in areas of land rent for rubber replanting and biogas programmes for the animal husbandry sector in Vietnam. The PM agreed to waive land rent fees for rubber replanting between 2015 and 2020. He also ordered the Ministry of Finance and relevant authorities to guide localities to perform the instruction in accordance with regulations. The PM also nodded to adjust the content list of the "Biogas Programme for the Animal Husbandry Sector in Vietnam" funded by Official Development Assistance from the Government of the Netherlands. The first consultative conference of the Vietnam Fatherland Front (VFF) Central Committee was held in Hanoi on February 16 to discuss the personnel structure of the 14th National Assembly (NA) as proposed by the 13th NA Standing Committee. Head of the NA Committee for Deputy Affairs Nguyen Thi Nuong said the Resolution 1140/2016 of the 13th NA Standing Committee anticipates the number of officials working in centrally-run agencies and organisations to be elected to the 14th National Assembly will be 198, up by 15 compared to the previous tenure. NA committee supports vote of confidence

Minh Duc The draft resolution on vote of confidence for senior officials elected by the NA and local people’s councils was put forward at the NA meeting on Tuesday. Chief of the NA Committee of Deputies’ Affairs Nguyen Thi Nuong deemed this as a step to realize the constitutional and legal provisions and remedy the shortcomings of the current procedures. She noted Resolution 4 of the 11th Party Congress had required vote of confidence to be conducted soon. According to the draft resolution, the vote of confidence will be held annually for the top officials elected or approved by the NA. Reasoning of “being sick,” deputy Yen was absent from the opening session of the 3rd NA session on May 21. In the morning of May 21, the NA approved the agenda of the 3rd session. The whole country is still filled with the spirit of Tet (Lunar New Year festival), the biggest holiday of the year for Vietnamese people. Tet is an opportunity for people to gather with their family and friends to celebrate and wish for good luck in the new year. People in the central province of Thanh Hoa have a unique custom of "fighting" to wish for fortune in the new year. Locals flocked to a traditional Tet market, held on the sixth day of the first month of the Lunar Year (which felt on Saturday, February 13 this year) in the province's Dong Hoang commune, hoping to usher in new year luck by fighting with each other. Participants believe that the more they were "beaten", the more good luck they would receive in the new year. They chiefly fought with each other by throwing tomatoes and eggs at each other. HCM City needs VND2 trillion for flood control projects this year The Steering Center for Flood Control of HCMC (SCFC) has said the city will need at least VND2 trillion (US$89.8 million) to fund flood control projects this year. The center said that of the 56 projects planned for dealing with flood-prone streets in the city, a dozen projects would get underway this year and three would be completed by 2017. Eight projects were completed in 2015. Projects expected to reduce flooding at hotspots in the rainy season last year included a drainage system for Do Xuan Hop Street in District 9, improvement of a drainage system for the Kinh Duong Vuong Street section from Phu Lam to An Lac Roundabout, dredging Dong Tien Canal in District 12, the first phase of a drainage system improvement and pollution reduction project for Tham Luong-Ben Cat-Rach Nuoc Len Canal. Agreement on maritime transport with Myanmar ratified The Government has approved the Agreement on Maritime Transport with Myanmar, which was inked on November 5, 2015. The Government assigned the Ministry of Foreign Affairs (MFA) to carry out procedures regarding approval and circulation of international regulations and announcement of the valid date of the Agreement. The Government has also ratified the Agreement on vacation labor program with Australia. The MFA will host and cooperate with the Ministry of Labor, Invalids and Social Affairs (MOLISA) to carry out necessary related diplomatic procedures. Vacation labor program creates chances for the two countries' citizens to combine sightseeing and working. People whose entry under this program (no more than 200 people per year) must get a new license issued by the MOLISA to enter Viet Nam and approved by Immigration management agencies.
