NA committee supports vote of confidence

Minh Duc The draft resolution on vote of confidence for senior officials elected by the NA and local people’s councils was put forward at the NA meeting on Tuesday. Chief of the NA Committee of Deputies’ Affairs Nguyen Thi Nuong deemed this as a step to realize the constitutional and legal provisions and remedy the shortcomings of the current procedures. She noted Resolution 4 of the 11th Party Congress had required vote of confidence to be conducted soon. According to the draft resolution, the vote of confidence will be held annually for the top officials elected or approved by the NA. Law compilers have submitted to the National Assembly’s Standing Committee the draft law on amending provisions of the Special Consumption Tax. The luxury tax rates would not decrease sharply on cars with a cylinder capacity of less than 2000 cc as initially expected. Under the latest version of the draft law, the cars with the cylinder capacity of 1,500 cc and lower would be taxed 40 percent in luxury tax, or 5 percent lower than now, from July 1, 2016. Meanwhile, the tax rate of 35 percent, or 10 percent lower than currently, would be applied from January 1, 2018. The luxury tax rates would not decrease sharply on cars with a cylinder capacity of less than 2000 cc as initially expected. PM asks HCMC to review metro cost

HCM CITY (VNS) — Prime Minister Nguyen Tan Dung has asked the HCM City administration to review and complete a report on adjustments of the Metro Line No. 2 section from Ben Thanh in District 1 to Tham Luong in District 12 as the investment costs have surged by more than 50 per cent. According to the Government Office, the Transport Ministry will report to the National Assembly's Standing Committee. Meanwhile, the city government will have to seek official development assistance (ODA) loans to finance the additional cost. The Ben Thanh-Tham Luong metro section is 11.33 kilometres long and was set to be implemented from 2010 to 2018 at a cost of VND26.1 trillion (US$1.3 billion). The amount included $540 million from the Asian Development Bank (ADB), $313 million from the German Development Bank (KfW), $195 million from the European Investment Bank (EIB) and over $326 million from Viet Nam's reciprocal capital.
