New railline discussed

The Steering Committee of the Integrated Development Strategy for DanangCity and Its Neighboring Areas (Dacriss) held its third meeting under the co-presidency of the Danang People's Committee and the Japan International Cooperation Agency (JICA). According to JICA, along with the Danang-Quang Ngai Highway being considered for investment by the Vietnamese government, the project to upgrade the railway connecting Danang and Hue must also be researched and considered in the coming time. On 7 August, vice-chairman of the Danang People's Committee Van Huu Chien met with Mr. Motonori Tsuno, chief-representative of the office of the Japan International Cooperation Agency (JICA) in Viet Nam to discuss cooperative relạtions between Danang and JICA in the coming time. Mr. Motonori reported that the Integrated Development Strategy for DanangCity and Its Neighboring Areas (DACRISS) sponsored by JICA is making good progress thanks to the close cooperation of related agencies and bodies. He said he hopes that the results of this research will benefit the overall development and planning of Danang in the future and the city will have more specific projects. He said a senior volunteer of JICA is working at the DanangHospital to maintain the equipment funded by JICA. On 16 June, the Steering Committee of the Integrated Development Strategy for DanangCity and Its Neighboring Areas (Dacriss) held its third meeting under the co-presidency of vice-chairman of the Danang People's Committee Van Huu Chien and Mr. Yoshifumi Omura, senior representative of the Japan International Cooperation Agency (JICA). Representatives of the consultancy board and research team of JICA, the World Bank, research institutes, People's Committees of Thua Thien Hue, Quang Nam, Quang Ngai, Binh Dinh and relevant agencies of Danang participated. Northwest province benefits from Japanese-invested agriculture project

HCM CITY (VNS) — The northern mountainous province of Dien Bien has greatly benefited from an agriculture and rural development project begun by the Japan International Cooperation Agency (JICA) in 2010. The project, which ends this month, offered training in techniques used to cultivate rice, maize and soybeans. It also provided training of local agricultural staff, and instruction in irrigation management to local farmers. Improving agricultural extension services was also a focus of the project. Three districts, Dien Bien, Tuan Giao and Muong Cha, were selected as pilot areas for the project. Based on the results of activities of Vietnamese agricultural staff and Japanese experts, agricultural guidelines have been produced. Guidelines and manuals for agricultural extension covered the topics of rice, maize and soybean farming, while the guidelines and manuals for irrigation management dealt with practical procedures in organising farmers in a water management group. PANO - The Japan International Cooperation Agency (JICA) continues to support a Technical Cooperation (TC) project titled "Strengthening the effectiveness of Vietnam Automated Cargo Clearance System (VNACCS)", which will officially start from August 1st, 2015. The TC project aims to facilitate a more efficient operation of the E-customs system, called VNACCS/VCIS*, following another TC project for "Promoting E-Customs in Viet Nam" which will be concluded at the end this month. The ending-soon TC project started in April 2012, in parallel with Japan’s Grant-Aid Project for E-Customs and National Single Window for Customs Modernization (March 2012 – March 2014). PANO - A final technical workshop to review the Project for "Sustainable Forest Management in the Northwest Watershed Areas (SUSFORM-NOW)" was organized in Hanoi on July 30th-31st. SUSFORM-NOW, a technical cooperation project sponsored by the Japan International Cooperation Agency (JICA), has been implemented in Dien Bien province between 2010 and 2015 with the Dien Bien provincial People's Committee (Dien Bien PPC), Dien Bien Department of Agriculture and Rural Development (DARD), and Vietnam Administration of Forestry (VNFOREST) as JICA's main counterparts. The main purpose of the project is to support Dien Bien province to implement the Provincial REDD+ Action Plan (PRAP), which was approved by the Dien Bien PPC's Decision No. 379/QD-UBND on May 26th 2014. JICA helps enhance E- customs efficiency

Illustrative image (Source: VNA) The Japan International Cooperation Agency (JICA) said on July 31 that it will continue to fund a technical assistance project to enhance the efficiency of the Vietnam Automated Cargo and Port Consolidated System and the Vietnam Customs Information System (VNACCS/VCIS). Accordingly, the support will be carried out over three years from August 2015 to June 2018, aiming to define future orientations for enhancing the applicable capacity of VNACCS/VCIS. It is also to simplify and improve post-customs clearance inspection and improve customs officers’ skills in managing risk. The current technical assistance project began in April 2012 and operates parallel to the Japan-funded non-refundable aid project "National electronic customs and one-stop-shop customs mechanism in modernising customs sector" (March 2012-March 2014). Rangers conduct a forest patrol (Photo: VNA) A conference to review the project Sustainable Forest Management in the Northwest Watershed Area (Susform-Now), funded by the Japan International Cooperation Agency (JICA), was held in Hanoi on July 30. The Susform-Now project, implemented in northern Dien Bien province during the 2010-2015 period, focused on policy support, sustainable forest management, the reduction of emissions from deforestation and forest degradation (REDD+), biodiversity conservation and knowledge sharing. It helped raise public awareness on forest management while providing technical support for local livelihoods and forest management activities. JICA plans to expand the provincial REDD+ Action Plan (PRAP) to three other northwest provinces. Japan likely to lend to Long Thanh airport project

Japan will consider providing ODA loans for a multi-billion-dollar international airport project in Long Thanh District, Dong Nai Province. The official development assistance (ODA) plan was unveiled by Japanese Ambassador to Vietnam Fukada Hiroshi at a meeting with Minster of Transport Dinh La Thang in Hanoi on Tuesday, according to a post on the ministry’s website. The ambassador said Japan wanted Vietnam to create favorable conditions for Japanese companies to take part in the project and enable the Japan International Cooperation Agency (JICA) to study this project. Minister Thang said the Long Thanh airport project had secured National Assembly (NA) approval but the ministry would have to do a feasibility study for the project and pass it to the legislature for consideration. SOEs restructuring, taxation reform on the table

The Public Finance Partnership Group (PFPG) convened a high-level dialogue in Hanoi on July 23, focusing on its 2015-2016 activities to improve the restructuring of State-owned enterprises (SOEs) and reforms of taxation and customs procedures. Amid the ongoing economic restructuring push in tandem with shifts to new growth models, the dialogue enables Vietnamese agencies and foreign experts to learn about each other’s position on financial management, SOEs restructuring and improvement of taxation and customs formalities, Deputy Finance Minister Truong Chi Trung said at the event. Partnership dialogue speeds up SoE restructuring, tax reform

(VOV) - The Ministry of Finance (MoF) and the World Bank (WB) on July 23 co-hosted a high-level dialogue meeting of the Public Finance Partnership Group (PFPG) in Hanoi with a focus on promoting PFPG activities in 2015-2016, restructuring state-owned enterprises (SOEs) and reforming tax/custom procedures. MoF Deputy Minister Truong Chi Trung said the conference helps Vietnamese agencies, international organisations and development partners better understand viewpoints and policies of each other regarding the above-mentioned fields.
