New railline discussed

The Steering Committee of the Integrated Development Strategy for DanangCity and Its Neighboring Areas (Dacriss) held its third meeting under the co-presidency of the Danang People's Committee and the Japan International Cooperation Agency (JICA). On 7 August, vice-chairman of the Danang People's Committee Van Huu Chien met with Mr. Motonori Tsuno, chief-representative of the office of the Japan International Cooperation Agency (JICA) in Viet Nam to discuss cooperative relạtions between Danang and JICA in the coming time. Mr. Motonori reported that the Integrated Development Strategy for DanangCity and Its Neighboring Areas (DACRISS) sponsored by JICA is making good progress thanks to the close cooperation of related agencies and bodies. He said he hopes that the results of this research will benefit the overall development and planning of Danang in the future and the city will have more specific projects. He said a senior volunteer of JICA is working at the DanangHospital to maintain the equipment funded by JICA. Work starts on sci-tech park infrastructure project

Quoc Hung The project will cost some US$450 million, with US$400 million of it to come from Japan’s official development assistance (ODA) and the remainder from Vietnam. Scheduled for completion in 2018, after 37 months of construction, the project comes with five contract packages covering roads, water drainage, telecom, wastewater treatment, and water and power supply. It also includes sub-projects to dredge Tan Xa Lake and protect Dua Gai spring. Prime Minister Nguyen Tan Dung was quoted by the Government portal as saying at the groundbreaking ceremony that when the project is up and running in 2018, Hoa Lac Science and Technology City would become a smart urban area for science-technology research, application and transfer purposes. Farmers need foreign technologies for ‘clean’ produce exports

Vietnam has a skilled labor force and favorable natural conditions to grow vegetables and fruits but it still needs foreign technologies to clean farm produce for export. In April 2015, Japanese Showa Denko injected US$1 million into a farm that makes clean vegetables in Ha Nam Province with LED lamp technology, which helps vegetables grow 2.5 times faster than natural light. In mid-March 2015, the Dong Thap People’s Committee and the Republic of Korea (RoK)'s KRC Group signed a memorandum of understanding on developing infrastructure for agriculture and rural development. The project is expected to be implemented over 50 years on a total area of 28,000 hectares in the districts of Tam Nong, Thanh Binh, Thap Muoi and Cao Lanh under the mode of PPP (private public partnership). Energy-saving centre opens in HCM City

Energy usage is expected to reduce by 20 per cent after the Energy Management Centre came into operation on Friday in HCM City. The centre's equipment and devices have been donated by the Japan International Cooperation Agency (JICA). The centre will assist enterprises to audit energy and train staff to manage energy for 658 units, which are on a list of key energy-usage enterprises in southern provinces. The city has 241 enterprises on the list of key energy usage. They will have to audit energy usage and train their energy management staff. The ground-breaking ceremony of the infrastructure project for the Hoa Lac Hi-tech Park (Credit: VGP) NDO - Construction has begun on a project to build infrastructure for the Hoa Lac Hi-tech Park, about 30 kilometres west of central Hanoi. The ground-breaking ceremony on June 26 was attended by Prime Minister Nguyen Tan Dung, former General Secretary Le Kha Phieu and former Deputy PM Pham Gia Khiem. The project will include the building of roads, drainage systems, telecommunications cables, power supply stations and a sewage treatment plant. The total cost for the project, scheduled for completion in 2018, is estimated at US$450 million, of which US$400 million is being funded by official development assistance (ODA) from Japan. The project, which was approved by the Government in 2010, is funded through 400 million USD from Japan ’s official development assistance (ODA) and the balance from the Vietnamese Government. In March 2012, the Ministry of Finance and the Japan International Cooperation Agency (JICA) signed a loan agreement worth over 15.2 billion JPY (123.2 million USD) for the project. The second deal valued at 30 billion JPY (243.1 million USD) is scheduled to be signed in 2016. Vietnam premier to attend Mekong-Japan Summit next month

Prime Minister Nguyen Tan Dung will lead a Vietnamese delegation to attend the seventh Mekong-Japan Summit that is scheduled to open on July 2 in Tokyo, focusing on orientations for bilateral cooperation in 2016-18. PM Dung’s attendance in the three-day event follows the invitation of his Japanese counterpart Shinzo Abe, said Le Hai Binh, the Vietnamese foreign ministry spokesman. The annual summit will bring together leaders from Japan and the five countries in the Mekong River Sub-Region, namely Cambodia, Laos, Myanmar, Thailand and Vietnam. More and more foreign investors are looking into the ample potential of Vietnam’s agricultural sector. However, the country will need to do more to lure investors. Dao The Anh, deputy director of the Field Crops Research Institute (FCRI) at the Vietnam Academy of Agricultural Sciences, said that a number of US and Japanese investors have recently asked them to act as bridge to help deploy speciality vegetable and rice projects in Vietnam for export back to these markets. Scores of foreign investors have come to Vietnam in recent years in search of investment and cooperation opportunities in agriculture, with a large number hailing from Japan. Binh Thuan: 714,000 USD to surmount water shortages The southern central province of Binh Thuan is set to spend 15 billion VND (714,000 USD) to support localities to surmount water shortages caused by prolonged drought. The amount will be spent on supporting local people to buy tap water; drill wells; purchase water pumps; invest in water pipes and build water supply works. According to the provincial Department of Agriculture and Rural Development, water levels in 16 reservoirs in the province have plunged to alarmingly low levels of 10-30 percent. The Ham Tan and Tuy Phong communes are the hardest hit localities by drought with nearly 40,000 people and 1,000 hectares of cultivated crops affected by water shortages. As of June 6, eight water supply projects in the districts of Ham Tan, Tuy Phong, Ham Thuan Bac and Tanh Linh had to cease operations due to insufficient water. Notable projects included the pilot metro line No. 3 in Hanoi (69 million EUR), a climate change response support programme (20 million EUR) and the Ngu Ha River rehabilitation project in Hue city (300,000 EUR), highlighted AFD Director in Vietnam Remi Genevey. In 2015, the agency will continue providing loans for the Vietnamese Government to carry out projects on renewable energy, river delta infrastructure development and climate change adaptation, among others, he added. Vietnamese police on June 4 recommended charges against six officials working for the state-owned railway operator for allegedly taking a 69.9 million yen (US$562,000) bribe from a Japanese company while working on an official development assistance-funded railroad project in Hanoi in 2009. The six, including Tran Quoc Dong, 51, deputy general director of Vietnam Railways, should be charged with "abuse of power", Ministry of Public Security investigators have told the highest prosecutors office, the People's Supreme Procuracy. It carries a jail term of up to 15 years.
