(CPV) -On September 30th, the Party Central Committee (PCC) opened its 8th meeting (term XI) under the chair of Party General Secretary Nguyen Phu Trong.
During the meeting, delegates will discuss the socio-economic situation in 2013 and the socio-economic development plans for 2014, the three-year implementation of the 11th National Party Congress’s resolution on socio-economic development and a draft project on basic and comprehensive renewal in education and training, the draft amendments to the 1992 Constitution, the 10-year implementation of the Resolution on the Strategy on fatherland defence adopted at the PCC 8th meeting (term IX), and other important issues relating to Party building.
Addressing the meeting, Party General Secretary Nguyen Phu Trong stressed that the completion of the content of the meeting held great significance for the realization of socio-economic development targets for the 2014-2015 period, making a breakthrough in institution and human resource development, national defence and preparations for the 12th National Party Congress.
The Party General Secretary suggested some issues that needed particular focus.
Firstly, regarding socio-economic development, he suggested the delegates analyse accurate assessments of the country’s socio-economic situation, focusing on the implementation of the three adopted strategic breakthroughs in association with growth model change and economic restructuring.
He also asked delegates to clarify major issues, including the stability of the macro economy, the transparency and safety of the commercial banking system, bad debts, the real estate market, the efforts to improve business environment, and the tackling of difficulties for enterprises.
Secondly, in terms of basic and comprehensive renewal in education and training, the Party General Secretary asked the delegates to issue a high quality PCC resolution to guide the development of this important area.
He urged delegates to accurately assess the situation, drawing causes and learning experiences from all results, achievements as well as weaknesses.
Thirdly, regarding the draft amendments to the 1992 Constitution, the Party General Secretary stressed that this was crucial work of the Party, State and the whole political system.
He requested the meeting spend more time studying, discussing and contributing ideas to each chapter, article and the whole draft amendment.
Fourthly, in terms of the review of the ten-year implementation of the resolution on the strategy on fatherland defence issued at the PCC 8th meeting (term IX), he said that the PCC should work out accurate guidelines, policies and measures to satisfy the requirements of reinforced national defence and security, ensuring the social and political situation and maintaining independence and territorial integrity sovereignty.
He urged delegates to analyse the domestic and international situation to forecast orientations in the upcoming time and use it to develop some viewpoints and solutions in the new situation.
In addition, he added that difficulties and challenges should be dealt with to protect the national sovereignty, the Party, State, people and regime, the national interest, the national political security and the Vietnamese culture, and maintain a peaceful environment to develop a socialism-oriented country.
Fifthly, regarding the building of the Party, the PCC will discuss and decide the issuing of regulations on election in the Party and the establishment of sub-committees to prepare for the 12th National Party Congress.
