Urban, residential, commercial housing area building to accord with planning and development demand

The selection of projects must be conformable to the construction planning, planning of land use plans of the province and localities.

Hai Duong provincial People’s Committee has issued temporary regulations on selective criteria for making plans, implementing projects of investing in, building urban, residential, commercial housing areas in the province.

Accordingly, the selection of projects must be conformable to the construction planning, planning of land use plans of the province and localities; meet and conform to requirements of urban and rural development, demands for housing and infrastructure development in each stage.

Priority of selection is given to proposed planning, projects in which reciprocal capital of projects of building the province’s important infrastructure is paid in the form of contracts (BOT, BTO, and BT); realizing the province’s guidelines to shift, move industrial production institutions out of the interior areas of the city, provincial town, district towns; synchronizing the general infrastructure of current urban, residential areas or with urban functional areas with urgent requirement of quick completion and total used land area of less than 20 ha; locating in areas with high demands for residential land, housing development in each specific stage, next to projects having been implemented but unfilled (the implementation starts only after 60% of residential land, housing areas or more of existing projects were transferred to ensure balance of development demands in the area).

The implementation of projects with the used land scale of 50 ha or more must be divided into appropriate stages.
