Presidential Office publicizes nine new laws

In two separate press conferences in Hanoi on Friday, the Presidential Office announced nine new laws, one ordinance and a resolution.

Along the new legislations are the Laws on Anti-Terrorism, Science and Technology, Natural Disaster Prevention and Control, National Defense and Security Education, and Grassroots Mediation, and the Ordinance on amendments and supplements to a number of articles of the Ordinance on Foreign Exchange.

The Office also publicized revised Laws on Value-added Tax, Corporate Income Tax, Enterprise, and Residence.


With eight chapters and 51 articles, the Law on Anti-Terrorism provide regulations, policies, measures and anti-terrorism forces, as well as international cooperation and responsibilities of organizations and individuals in the fight against terrorism.

Under the law, a steering board for anti-terrorism will be established at national, ministry and provincial levels. The anti-terrorism force will be put under the Ministry of Public Security and the Ministry of National Defense.

In case of a terrorist attack, the board will mobilize multiple forces, with police and military units playing a key role, to cope with it.

The law will take effect on October 1, 2013.

Meanwhile, the Law on Science and Technology, which will come into force on January 1, 2014, stipulates incentives in the use of human resources, including Vietnamese talents at home and abroad as well as foreign experts.

On the same day, the Office also unveiled a Resolution on extending land-lease tenure for family households or farmers.
